A RESOLUTION ADOPTING A MITIGATED NEGATIVE DECLARATION
PURSUANT TO CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR
APPROVAL OF THE REZONING OF APN 137-060-59 FROM PCD TO PUD, A UNIT
DEVELOPMENT PLAN, AND A TENTATIVE SUBDIVISION MAP TO ALLOW 16
FOR-SALE UNITS. IN A 90 UNIT AFFORDABLE HOUSING PROJECT KNOWN AS
CORONA RANCH
WHEREAS, the Planning Commission has considered at a public hearing and
recommended the adoption of a Mitigated Negative Declaration pursuant to the California
Environmental Quality Act (CEQA) in conjunction with the following actions:
1. Rezoning of APN 137-060-59 from Planned Community District (PCD) to Planned
Unit Development (PUD)
2. Conditional approval of the Unit Development Plan for the Corona Ranch project
as shown in the site plan, floor plans, elevation drawings received in the Planning
Department on July 24th with certain revised site plan and elevation drawings
received on August 31st, and written PUD development standards received on
August 3rd, 1992, all on file in the City of Petaluma Planning Department.
4. Conditional approval of the proposed Tentative Subdivision Map received in the
Planning Department on August 31st, 1992 to allow 16 of the 90 units to be sold as
townhouses.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council, in reference
to the impacts and mitigations identified in the Mitigated Negative Declaration, hereby
makes the following findings:
1. The project is located in the Corona Ely Specific Plan area for which development
impacts were identified through the preparation and certification of an FEIR.
All applicable mitigation measures of the Corona Ely Specific Plan EIR shall be
respected.
2. The project will contribute to an expected increase in runoff volumes.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The project shall be subject to storm drainage impact fees.
The project drainage improvements must be designed to Sonoma County Water
Agency (SCWA) design criteria and must be approved by the City and SCWA prior
to project construction.
3. The project will contribute to the need for a new pressure Zone for water supply.

The project will be subject to Park and Recreation fees.
9. The project will contribute to the increase in .the number of planning area
automobile trips.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The project shall be subject to traffic mitigation fees.
10. The project is located along Sonoma Mountain Parkway, a major arterial and noise
source.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The outdoor living areas will be buffered from Sonoma Mountain Parkway Noise by
the large parking lot and the more than 60' setback of the buildings. The outdoor
living areas will be protected from traffic noise as they are surrounded by the
apartment buildings.
11. The project area has been identified as having a moderate to high potential for
liquefaction. General Plan policies relevant to geology and soils include provisions
for drainage and erosion control during construction, geotechnical reports and soils
analyses, and use and enforcement of building and safety standards.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measures to be incorporated into the project:
A soil investigation shall be performed for the project to develop preliminary
recommendations for site preparation and grading, foundation and soil engineering
design,. and preliminary pavement designs.
A construction period erosion control plan must be submitted, including
construction scheduling measures to reduce erosion and sedimentation and
appropriate seasonal maintenance, in accordance with the City's erosion control
ordinance.
Potential for damage caused by soil expansion and contraction should be mitigated
through routine engineering methods such as soil treatment, over-excavation and
replacement of expansive soils, use of geotextiles, and use of support floors.
Routine seismic parameters shall be incorporated in the design and construction of
foundations and structures.
The project developer shall implement construction period dust control measures
such as water sprinkling, proper scheduling of major dust generating activities, and
storage pile covering.
50 IN CONCLUSION, BE IT FURTHER RESOLVED that the Petaluma City Council does
51 hereby adopt the Mitigated Negative Declaration on said project, and in connection with
52 this approval makes the following findings pursuant to State and local guidelines:
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The project developer will be responsible for providing on-site water delivery
systems and loop connections and for contributing a fair share towards
construction of Pressure IV Improvements if this water zone serves the site.
The developer will be required to pay the City's standard water connection fee.
4. The project will require an extension of the sewer lines.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The developer will be responsible for the cost of extending new sewer lines into the
project from the new common main.
The developer will be responsible for paying City connection fees towards the cost of
cumulative collection and treatment facilities.
5. The project will contribute cumulatively to the increase in the number of school
children.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
The developer will be responsible for paying school impact fees to help offset the
cost of new and expanded school facilities necessitated by the project.
6. The project is located on Sonoma Mountain Parkway and must install landscaping
in the public right-of-way along this street and the internal street. This will create a
need for maintenance of the landscaping on publicly owned land.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
All landscaping in the public right-of--way shall be placed in an existing Landscape
Assessment District (LAD) or one shall be created for the project.
7. The project will be located on a visually significant corner of the Sonoma Mountain
Parkway. The large expanse of parking will be very visible from the streets without
adequate screening.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:
Cars in the parking lot shall be screened with landscaping.
8. The project will contribute to the need for Park and Recreation facilities.
The identified impact will be mitigated to a level of insignificance by the following
mitigation measure to be incorporated into the project:

1. On the basis of the conclusion of the previously certified Environmental Impact
report prepared for the Corona/Ely Specific Plan, and the supplemental Initial
Study prepared for the Corona Ranch project, there is no substantial evidence that
the project, as mitigated, will have a significant effect on the environment.
2. An Initial Study has been conducted by this lead agency which has evaluated the
potential for this project to cause an adverse effect -- either individually or
cumulatively -- on wildlife resources. For this purpose, wildlife is defined as "all wild
animals, birds, plants, fish, amphibians, and related ecological communities,
including the habitat upon which the wildlife depends for its continued viability."
(Section 711.2, Fish and Game Code).
3. There is no evidence that the proposed project would have any potential for adverse
effect on wildlife resources because the site is virtually surrounded by urban
construction sites and does not support any wildlife resources.
