BE IT FU.RTH.ER. R E -SOLVED that the EnVironm ntal Impact.
Report on the proposed development is incomplete and totally
inadequate in- that:
1. ,The 'problem of access 'to fhe-proposed development is
not sufficiently add-,es,sed,' espe.cial,ly with, respect to Highway 101'.

BE IT FURTHER RE -SOLVED :that is been the policy of this
Council,, and wil1l,temain,the policy'of-this Council that the City
of Petaluma will not
f t supp ly services and utilities to any project
which does not coirfply,with, the City's EhVirohm'ental Design Plan and
the General Plan,.,
BE I.T FURTHER RESOLVED that the Petaluma Planning Commission
is directed to rq4ke specific findih�g& re`gatdi-ng the inadequacy of
the Environmental'Imp'act Report for -the propos6#d'development and es-
pecia'lly the growth inducing impact of the proposed development.
The Commission is'-hereb,y authoriz'ed to addres',S., other areas and other
impacts not covered by this resolution..,
