RECOMMENDATION
It is,"rec6himended that the City Council "adopt the attached Resolution Authorizing the Petaluma
Police, DODartment to Apply for and Accept Edward Byrne Memorial Justice Assistance Grant
(JAG),Program ), .. Program FY 2011 Local Solicitation Funds for the Purchase of Mobile Enforcement
:Devices for -the Parking Enforcement Program, and Authorizing, the City Manager to Execute All
Graiit Related _Documents and Purchase Documents.
BACKGROUND
The Edward Byrne Memorial Justice Assistance Grant (JAG) supports criminal justice activities
and-pro.grams.. 'This particular grant utilizes a Part I Crimes Index (specific felony crimes) to
calculate allocations ocations to -state and local, governments each.fiscal year. In the case of the City of
Petaluma, an allocation of $18.3,60, in funds has been established for FY 2011.
DISCUSSION
The?olice"DeDartmenthasidentified the need to equip the Parking Enforcement Officers with
four Mob iIe.Enf&tc'-em'- ent.Devices which will (1) significantly increase their work efficiency; (2)
allow'thern more time �to be visible in the public and to conduct enforcement activities; and (3)
provide them mith'immediate notification if they encounter -a vehicle listed as stolen, embezzled,
associated with a' or missing person, or operated by A High Risk Repeat DUI Offender.
The; cost to fully implement this program will be $18,079.01. This amount is slightly legs than
the maximum grant allocation and no matching funds are required

FINANCIAL IMPACTS
The, grant funding will ,cover- all, of the costs necessary to fully implement the Mobile
Enforcement Device program. No' matching funds are required; and additional funds from other
sources will not be required: The 'Council has the authority to apphy..for and accept the grant
funds, and authorize the purchase of the described equipment., 1'f the, Council chooses not to
accept t'he grant.funds, the"Petaluma Police Department does not have a separate funding source
for the purchase of this equipment.

WHEREAS, the Oity of Petaluma Police Department desires to apply for and accept the Edward
Byrne Memorial Justice Assistance Grant (JAG) Program FY 2011 Local Solicitation;
NOW, THEREFORE-,BE.,IT RESOLVED THAT:
1. The City, Manager of the City of Petaluma is authorized to submit the attached grant
to .the. Edward Byrne Memorial 'Justice Assistance Grant (JAG) Program and execute
all documents necessary to administer the rant and, procurement -of equipment; and

2. The City of petaluma agrees to the funding requirements and terms and conditions of
the Edward Byrne, Memorial Justice Assistance Grant .(JAG) Program; and
3. Grant funds:received shall be used to purchase, Mobile Enforcement Devices,
together with related software and supplies, for the"Parking Enforcement Program of
the Petaluma Police Department; and
4. The City, ',Council finds that procurement of this ,equipment from a sole source is
justified' pursuant to Petaluma Municipal Code'Section 4.04,.050, because this
enhanced, equipment is provided by the vendor,currently under contract with the City
of Petaluma fo`r processing parking citations, and the,:equipment is compatible and
;fully integrated, with their existing system; and
5. The Oiiy Council authorizes execution of a purchase order and/or contract with
Phoeriix,Group for the equipment, if funded, in an amount not to exceed $18,079.01
and in a`forin acceptable to the City Manager and City Attorney.

Proeram Narrative
the City of Petaluma; -California, is the second largest city in Sonoma County with a
population of nearly 60,000 people. Petaluma has a very busy downtown commercial area
concentrated into about eight city blocks. Traffic and, parking complaints in thisl area are
common, creating a demand for a visible police presence and regular parking enforcement
activities throughout each day. The police department currently. assigns three parking
enforcement officers to the downtown area. Their efforts are supplemented -by police officers
and community service officers.as, needs arise.
Last year 5,569 parking citations were issued in' Petaluma. The current system requires
officers to issue the citation 'in -the field; and then manually.enter the information from each
citation into a.database at the police station for processing. This duplication of effort affects
theefficiency'of the parking enforcement program.
With the funds provided 'under this grant program, the Petaluma Police ,Department
intends to'purchase four Mobile Enforcement Devices, in addition to the related accessories
and supplies for the devices. These. devices will increase the labor efficiency of the parking
enforcement officers by eliminating the duplication described above' for each citation. The
officers will in turn have more time,available to maintain their presence'in the downtown area
and conduct more enforcement.
This equipment Will As`o provide immediate notificationAo the parking enforcement
officers if they encounter a vehicle listed in a law enforcement database as stolen, embezzled,
associated with a wanted or missing person, or belonging to a High Risk Repeat DUI offender,.
The DUI component 'is particularly- significant because downtown Petaluma has the highest
concentration of,, licensed alcohol establishments in all of California, and the Department is
currently mai'ntainin a,,database of repeat DUI offnders countywide.

NI Under'lthis grant�p.rogram, the City of Petaluma is authorized for funding up to $18,360.
The equipment to be, purchased for a full transition to'this•new`system will cost,$18079. The
program will'be fully implemented "within 60 days of receipt of grant funds.

Budget Narrative
The attached Budget Worksheet outlines ail, of the costs necessary to fully implement the
Mobile Enforcement Device program. These costs include the ;purchase of four devices, four printers,
the associated software and?licensing agreements, software. installationand configuration, and remote
training., Also included are -supplies for the program —citations antl envelopes – which should be
sufficient for at least two years of parking enforcement.
The purchase of ;the equipment and supplies for this program will be made within 60 days of
grand funding as a one-time :expense. Any subsequent equipment; supplies.or maintenance agreement
expenses will be paid by the City, of Petaluma. the vendor used'for this purchase will be the Phoenix
Group, which is currently under contract with the City of Petaluma for the processing and billing of our
parking citation program. The equipment and software have been recommended by the Phoenix Group
because the system is compatible aInd'fully integrated with h'eircurrent systems.
