Brown, City Manager SUBJECT: Resolution Naming the Historic Livery 'Stab'le on McNear Peninsula the "David Yearsley River Heritage Center" and Presentation of Proclamation. RECOMMENDATION It is recommended that the City Council adopt the attached Reso'lut'ion Naming the Historic Livery Stable on McNear Peninsula the. `.`David Yearsley River Heritage Center". BACKGROUND The City of Petaluma has a policy in:effect regarding the naming of existing and future facilities. The City Council has;the,final authority_in naming all public facilities within its jurisdiction and does so under the Tollowing objectives: a.. To name public facilities so that they will be easily .identified as .to geographical location and/or function; and b. To encourage the.dedication,,ofland orfunds.for public'use:by.individuals/groups in recognition,of their achievements or community contribution. Recommendations for the name -of a facilitymay be submitted.by,groups or individuals,. The facility is y and family activities. Friends of the Petaluma River, intended for community 1'eisure; cultural' under the leadership of David Yearsley;, have been tremendous partners to the City, taking a leadership role in the creation. of a River Heritage Center. Mr. Yearsley has,beewa member of 'the Petaluma community fbt nany years, championing the Petaluma Riwerand its environment. ,As.the founder and director,of the Fn* of the"Petaluma River, his love of the City and its river are exemplified by his commitment and tireless, efforts to renovate the old livery building and acquire the funds to, help support 4t. This building. will be a center where the history of the Petaluma River, can be, shared and enjoyed by this:,and:all future generations. The following policy is designed to provide guidance to the City with the subject matter contained herein. I. POLICY The City Council shall exercise final ,authority in naming al ;public facilities within its jurisdiction. Obiectives a. To name public facilities so'that they will be easily;idenfified-as to geographical location and/or function. ` b. To encourage the dedication of land or funds for public use by individuals/groups, in recognition of their achievemenis or community`contributioii. Newly acquired and/or developed park ,or recreation. facilities:'be named immediately after acquisition or developnerit:in'order=to be identified from the'onset. Apublic"'facility may be named for, a person when the site' or facility has been .donated by;an individual, ,ora substantial. donation has been made by -an 'ind'ividual or- organization. to acquire or develop:a park ;site ,or other public facility. When,approprlate, a public facility.can be named in honor of a person when such person has made major contributions to the community. That historical' names be considered, when. the :name is conducive to the site. When a park site and/or, recreation facility.is carrying out a particular theme, that.the theme may be considered for the park and/or recreation facility name. 5 II. The Recreation, Music and Parks Commission shall used the. established criteria. in assisting in their analysis of recornmending a name for the site of faci'lityunder,,,consideration. The Commission's recommendati`on'wi:ll be forwarded to the City Council for final approval. IV.. DONATIONS The City Council and; theJRecreatign, Music and Parks; Commission :encourages. individuals, or or groups, organizations, oris to have the, ability to donate fund's for -the purchase of an item within a park or recreation facility in-pemory., of, in`honor of, 'or in name of, an individual, group or organization. Types of items'might include trees, park furniture, play equipment, facility rooms, etc. Items purchased as specifiedabove will be, identified, by a plaque or marker separately 'from other items 'in the park or recreation facility. The ,use of any plaque or marker will be regulated, styled, and handled in a tasteful manner by the Department: of Parks and. Recreation. 9/29/04 ATTACHMENT 4 ,V r o lcI a m ' 0 n c ti DAVID YEARsLEYRIVER HERITAGE CENTER WHEREAS, in October 2005, the idea of forming a new community organization to benefit the Petaluma River was born; and WHEREAS, under the.leadership of David Yearsley, the former "Petaluma Riverkeeper," Friends of the Petaluma River began an :incredible undertaking to raise money and awareness for the preservation of the Petaluma River; and WHEREAS, what began,as a lifelong love of the outdoors and a desire to bring the wonders of the Petaluma River•and its environment to everyone to enjoy has resulted in the restoration and preservation of the Livery Stable to become+a River Heritage Center; and WHEREAS, eclipsing all expectations, thousands of dollars have been raised through grants, donations and fundraisers to create not only a home for the River Heritage Center but awareness of the River and.its watershed and the need for its protection; and WHEREAS, David'"s dream and vision of a center where young and old can "gather to appreciate the history and enjoyment ofthe, Petaluma, River has' come true. NOW; THEREFORE; BE IT'RESOLVED THAT I, David Glass", Mayor of Petaluma, along with'the members of the Petaluma City Council, do hereby declare the L''ivery Stable, as the "David"Yearsley River Heritage "Center.." Oavid is the'heart and soul of the Petaluma River, and the City thanks, him fof hist love, friendship and service 'to others "while protecting this valuable asset.
