RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN BY ESTABLISHING THE NEW CLASSIFICATION,
PAY RANGE, AND UNIT ASSIGNMENT OF
TRANSIT MANAGER
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilities are appropriately allocated to the classification of Transit Manager (as attached
hereto and marked Attachment A); and,
WHEREAS, the pay ranges and unit assignments for the classifications as listed below,
are hereby recommended, effective with the adoption of this Resolution; and,

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
inchiding the amendment in the Competitive Service of the Personnel System.
BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V -
Compensation) and, that the notice of this action has been properly posted.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was. introduced and adopted by the Approved to
Council of the City of Petaluma at a Regular meeting on the 18`~ day of September,

Job Class:
Transit Manager
Summary
Manage, plan, administer, and supervise the development and operation of the City's public
transit and paratransit programs.
Class Characteristics
General direction is provided by the Director of Public Works; responsibilities include the direct
and indirect supervision of lower level professional, technical, and clerical personnel. Negotiate
and oversee transit operations by private contractors.
The work requires considerable knowledge and expertise in transit principles, research,
administration and supervision. The incumbent must be able to perform professional planning
and analysis for short-and long-range plans for local transportation.
Essential Duties, Skills, and Demands of the Position
The duties, skills, and demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

Duties:
Manage, plan, administer, and supervise the activities and operations of the City's public transit
programs.
Identify and secure transit development and transportation funding through local, state and
federal agencies.
Prepare written reports, proposals, grant applications, and contracts.
Negotiate and administer agreements with contractors for the provision of transit services,
professional services, and capital acquisitions.
Prepare and administer the transit program budget and grant proposals; forecast funds needed
for services equipment, materials, and supplies; review and monitor the approval of
expenditures.
Plan, develop and implement goals, objectives, and priorities for the transit program;
recommend and implement policies. and procedures.
Analyze problems, identify solutions, and implement recommendations.
Collect and analyze data relating to routes, schedules, ridership and cost factors.
Research and prepare bus routes and schedules; design, and oversee the production of
schedules, brochures, system maps and other printed materials.
Respond to inquiries and requests for information; resolve service issues and complaints
Prepare and present agenda items, staff reports and other necessary correspondence.

Coordinate with a variety of outside transit, funding and regulatory agencies and participate as
the City's representative in meetings, committees and boards.
Perform related duties as assigned.
Skills/Abilities:
Manage, plan, administer, and supervise the development and operation of the City's public
transit and paratransit programs.
Research, assemble and present in writing or verbally, data and recommendations on
transportation systems.
Analyze transportation issues, evaluate alternatives and reach sound conclusions.
Communicate effectively both verbally and. in writing.
Establish and maintain effective working relationships with those contacted in the course of the
work.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit; use the
computer keyboard and mouse, use hands to finger, handle, or feel; reach with hands and
arms; talk or hear; and taste or smell; stand, walk, and stoop, or crouch. Occasionally lift and/or
move up to 25 pounds. Specific vision abilities required by this jab include close vision, distance
vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Qualifications
Knowledge of:
Operational characteristics, services and activities of a public transit operation.
Principles and practices of municipal transit operations including budget preparation and
control.
Applicable local, state, and federal codes, laws, and regulations.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required.
knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities
would be:
Education:
A Bachelor's degree in public or business administration, transit or transportation, or a related
field.
Experience:
Five years. of progressively responsible, professional public sector experience in public transit
systems.
Other Requirements:
Possession of a valid California Class C driver's license.
