BE IT RESOLVED thAt the Competitive Senfide',sLClassification Plan and
Compensation Plan, ds,'ori:ginally adopted pursuant to Resolution No. 6118 N.C.S,.,
as amended, and the class,'tfication titles and specification as adopted by,
'Resolution No. 7054 as 'amended, are . hereby amended:
A. To establish ef.iec-ti-Ve December,l, 1976:

notice of this action'has been properly posted acid that` the City Manager recom-
mends this action..
BE IT FURTHER RESOLVED that,:
A. Resolution No. 7069 N, -,C,, -.'S,- is, hereby amended to:
(a) Include and ;to desigqate-the classification,of Communications Dis-
patcher -Clerk within Unit '6, Police Employees; and
(b) Delete the '.classiftcation of Fire,bispatcher-Clerk from Unit 7, and
Police Dispatcher -Clerk from Unit 6:.
B. Resolution No. 7010 N,.C.-S,- is -hereby amended to include and to designate
the classification of Water Services Supervisor as a Management Employee.

WATER SERVICES SUPERVISOR
DEFINITION
Under direction, to supervise, assign, review and assist in the operation,
maintenance and repair of the'City's water services system and related facili-
ties; and to do related work.as required.
EXAMPLE OF DUTIES
Supervises, directs, reviews and participates in., a variety of work and duties
related to the operation,.installation, ma%ntena.nce,,,,.:repair* and inspee.r.ion of
water production pumping stations, filter plant aqueduct pressure reducing
stations, supply mains; distribution mains, dams',and related, -facilities, pro-
jects and equipment,; supervises: the daily assignments and- work loads of em-
ployees; enforces safety precautions; instructs, trains.and evaluates employees;
serves as plant operator on, a_ rel-ief basis during emergencies and personnel
shortages; assists in prepar :_ng, chemical. tests and -reports Z -elated. to swim
center, filter and mechanical systems; supervises and assists'in water service
connections and the excavation and backfilling of water mains and service pipe-
lines performs the more. skilled aspects of work; maintains records, compiles
data and writes reports when necessary; assists in directing preventive mainte-
nance repair work; analyzes records and reports ;to ascertain and recommend
changes in operating andmaintenance procedures a.nd conditions; requisitions
equipment and material's and. 'assists in inventory control, responds to emergency
calls as necessary.
EMPLO=N STANDARDS
Education and Experience;; Any` combination equivalent to graduation from high
school and live years of water utility system operation and. maintenance exper
fence.
Knowledge of: Functions -and mechanics of the organization,, operations and
maintenance of a domestic water utility system; state and local rules or regu-
lations for safety orders related to a water system; p;r-incples and practices of
system maintenance and operation; heavy equipment operation; pipe joints and
fittings, pumps, meters, valves, and taps; water production transmission and
distribution hydraulics; principles of training and supervision.
Ability to: Supervise and .train employees in the proper operation and mainte-
nance of the system; operate all -system equipment, keep:and maintain accurate
records and prepare clear and concise reports,; operate fight and heavy equip
menta perform work from plans, sketches' and written instru.ction&; undertake and
follow oral and written instructions; establish and maintain effective and
cooperatiVe�relationships with -the -public., other agencies and employees.
Certificate Required: Possession of a Water Treatment Plant Operator's Certi-
ficate Grade Two or higher,. as issued by State of California Department of
Public Health, and' obtained within 12 months af;ter.app.ontment to the position.

COMMUNICATIONS DISPATCHER -CLERK.
DEFINITION
Under: general supervision, to, receive 'emergency, business, or routine calls, to
relay information and to op'erat`e, all public'safety telephones, radios, alarms,
teletype and other related equipment.; to perform clerical duties; to assist in
processing prisoners; and to do relayed work as required.
EXAMPLES OF DUTIES
on an assigned shift, receives, transmits and monitors all emergency, business.
and routine police, fire,.ambulance and related -communications and messages;
operates radio, telephone,. alarm, and intercom systems; determines the nature of
public safety assistance required,..such as -fires, burglaries', rescue, police,
ambulance and other emergences.and dispatches appropriate personnel, units and
equipment according to responsibility or assigned districts or beats; keeps
tract of'or incontact'-with-;assigned personnel or crews and dispatches messages
and additional equipment and.,personnel as needed,; monitors all equipment, tests
radio, telephone and related equipment daily;; notifies all stations of water
shut offs, closed streets ardbridges, fumigations and.other pertinent infor-
mation; -receives and relays messages from personnel and other agencies; follows
departmental standard operational procedures in sending and receiving messages
and in disp.atching,.equ pment and personnel;:, types, indexes and files.various
departmental reports; prep.ares., checks, routes And, files arrest, conviction and
related records; provides information in accordance with prescribed departmental
policies and regulations,, send's and receives teletypes on license registrations,
record checks, burglaries, missing persons, stolen vehicles and other infor-
mation; types correspondence.; prepares ambulance,reports;.,;assists in processing
prisoners; 'may prepare or assist in the preparation of special reports to various
governmental or other fire or law enforcement agencies.
EMPLOY,%— T STANDARDS.
Education and Experience":, Any combination equivalent to graduation from high .
school an.:',, one year of clerical experience involving public contact.
Knowledge of: Office methods-, practices and procedures; modern filing and in-
dexing methods; geography of departments' service: area including streets, parks,
major landmarks and City limits.
Ability to: Abide by the rules and regulations of the FCC and department cover-
ing the operation .of emergency service radio receiving and transmitting, effi-
ciently operate radio, teletype:, alarm and other communication equipment; think
clearly, act quickly and make sound decisions in emergency situations'; speak and
enunciate clearly;, type at a speed of at least 35 words per minute; understand
and carry out oral and written directions.; use courtesy; tact and firmness with
the public; establish. and maintain effective and cooperative work.relationships
with employees and other agencies.
