Brown, City Manager SUBJECT: Resolution Authorizing the Position Allocation of Police Lieutenant in the Police Department. RECOMMENDATION It is Allocation e f Police the City Lieutenant Council it adopt the attached Resolution Authorizing the Position the Police Department. BACKGROUND The City of Petaluma Police' Department has two Police Captain and four Police Lieutenant positions that are authorized and allocated. Both Police Captain positions are filled. One Police Captain is currently serving as the Interim Police Chief. One of the four Police Lieutenant positions is authorized, but vacant, and the other three Police Lieutenant positions are filled. The City Council authorized the layoff of a Police Lieutenant by Resolution 2008 -186 on. October 6, 2008. The Police Lieutenant positioned for layoff opted to take the golden handshake, and retired effective. November 29, 2008. That Police Lieutenant position has remained vacant since that date. DISCUSSION The City wishes to reorganize the Police Department by abolishing two Police Captain positions and permitting the two Police Captains to retreat to two vacant Police Lieutenant positions. To accomplish the reorganization, the. City Council has been asked to authorize the abolishment of the two Police Captain positions. It is intended that the two Police Captains would retreat into two vacant Police Lieutenant positions. To facilitate the retreat the City will need to have two vacant Police Lieutenant positions. One position is already vacant, and with the allocation of an additional position, the Police Captains will have positions to which they can retreat without displacing a less senior employee. Without the additional Police Lieutenant position, the retreat of the Police Captains would displace a current Police Lieutenant, who may also retreat, eventually resulting in the layoff of a Police Officer. Agenda Review: City Attorney Finance Director City Maria---- FINANCIAL.,, IMPACTS There is an estimated annual cost ,savings of $35,000 resulting; from retreat of one of the two Police Captains in the position of Police, Lieutenant. It is anticipated that the other Police Captain will continue as the Interim Police Chief, limiting the savings to the retreating position. ATTACHMENTS 1. Resolution • Resolution No. 2011= N.C.S. Of the City of Petaluma, California AUTHORIZING THE POSITION ALLOCATION OI POLICE LIEUTENANT IN THE POLICE DEPARTMENT' • WHEREAS, the City wishes to reorganize the Police Department by abolishing two Police Captain positions and permitting the two Police Captains to retreat into vacant Police Lieutenant positions; and, WHEREAS, the City has one existing vacant. Police Lieutenant position and requires one additional vacant Police Lieutenant; and, WHEREAS, with the allocation of an additional Police Lieutenant position, the two Police Captains will have positions to which they can retreat without displacing a less senior employee, thus avoiding the eventual result of the layoff of a Police Officer. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby authorize the position allocation of Police Lieutenant in the Police Department effective with the adoption of this Resolution. 1672448.1
