29 Richard Brawn, Petaluma, spoke regarding the budget, and total demands on City and
30 allocations of funds and resources. He said that the public has a right to know the total cost of
31 the City's responsibilities and whether or not they are funded.

33 John Cheney, Petaluma, stated that he is in opposition to legalizing medical marijuana
34 dispensaries in the City of Petaluma. He further stated that marijuana is totally wrong for this
35 town.

37 Katherine Bobrowski, Petaluma, reported two stalkers who were at her mobile home park.

13 David Keller, Petaluma, stated that the DEIR was one of the most flawed
14 and deficient EIRs he has ever seen.

16 Mary Glardon, Petaluma, stated she believed the DEIR was incomplete and
17 insufficient.

19 Richard Hillery, Petaluma, spoke in support of the project.

23 Scot Stegeman, Sebastopol, stated that he was speaking on behalf of three
24 organizations, the Living Wage Coalition, Sonoma County Conservation Action
25 and Petaluma Tomorrow. He further stated he was troubled by the EIR because
26 of the setting or baseline.

28 Terry Watt, Urban Planner, San Francisco, speaking on behalf of the Petaluma
29 Neighborhood Association, asked about the analysis of the most significant
30 impacts when the project is inconsistent with the General Plan.

32 Neil Fishman, Petaluma, stated that he found DEIR very confusing and somewhat
33 poorly organized.

35 Gary Parker, Petaluma, stated that the noise level would be increased and
36 requested a sound barrier.

38 Janice Cader- Thompson, Petaluma, stated that the DEIR is very confusing to read
39 and understand. She further stated that we are not just talking about Lowe's, but
40 a 344,000 square foot shopping center.

46 Greg O'Brien, Petaluma, stated that he didn't see anything in the report that said
47 we cannot have a development on this site and everything can be mitigated.

49 Dave Libchitz, Petaluma, stated that he spoke at the Planning Commission
50 meeting regarding the inadequacy of the hydrology report.

1 Jerry Price, Petaluma, stated that he knows there will be development on the
2 property, but that he would like to see it accomplished properly. His major
3 concern was traffic.

5 Paul Francis, Petaluma Neighborhood Association, Petaluma, stated that this
6 hearing is a vital and important part of the process. Further he stated he was not
7 anti - development, but opposes this project because it does not comply with
8 Petaluma's General Plan.

10 John Cheney, Petaluma, reminded the Council that, "Petaluma has a flooding
11 problem."

13 Mitchell Garvin, Petaluma, stated that the backyard of his property is right on
14 McDowell said the noise would be, according to the EIR, significant and
15 unavoidable. He stated, "It's avoidable; somehow it's avoidable."

17 Cindy Thomas, Living Wage Coalition, Petaluma, wanted to discuss the economic
18 impacts, urban decay and urban decline. She expressed concerns about the
19 project.

24 presentation and asked them about water demand use and didn't receive an
25 answer. She stated that the draft DEIR doesn't answer it either.
