44 Cynthia Murray, North Bay Leadership Council, said the Marin- Sonoma Narrows are very
45 dangerous and need to be widened. If this does not happen, there will many more serious
46 accidents and ultimately, a failed economy here in Sonoma County.

1 John BIy, Engineering Contractors Association, said he was excited at the idea of this project
2 moving forward. He called it a "very strong project."

4 Bill Rinehart, Petaluma, pointed out the number of traffic signals in the proposed design for
5 the interchange. He told Council, "This will be the defining element of our gateway
6 landscape."
7
8 Bill Kortum, Petaluma, said that when citizens on the west side of Petaluma discover that they
9 must go through four traffic signals to access Highway 101 South, they will be angry and will
10 come to Council to complain.

12 David Keller, Petaluma, said citizens have been told "it's too late" 'to do anything about this
13 design for years. He added that changing the design of the interchange will not slow the
14 widening of the Marin- Sonoma Narrows as that portion of the project is not yet funded.

16 Owen Lang, Petaluma, said he has worked with Caltrans when hired by cities to help
17 envision their gateways. He urged Council to work with Caltrans and URS on alternative
18 designs. He pointed out that they could use the currently proposed design if a preferable
19 design was not found.

25 Susan Kirks, Petaluma, appreciated the item being on the agenda and that Mr. Maitland
26 came to Petaluma to make presentation. Safety and traffic flow were only things considered
27 in the design of this interchange. There is still time to reconsider the design.

29 Richard Brawn, Petaluma, asked if the on -ramps are long enough to allow a truck or bus to
30 reach 55 mph before merging onto freeway and said if they don't, there will just be more
31 congestion. He also asked who would be responsible for synchronizing the lights and if a bus
32 stop was part of the design.

34 Zen Destiny, Petaluma, objected to being denied the opportunity to speak at public
35 comment on Proclamations and Presentations in the past. He would like clarification on
36 Council's policy regarding this.

22 Mayor Glass confirmed that there was Council consensus for Vice Mayor Healy to draft a
23 letter to Caltrans asking them to look at alternative designs for the interchange. The letter will
24 come to Council for approval at the May 16, 2011 City Council /PCDC Meeting.

30 PUBLIC COMMENT

32 Linda Munsch, Cruisin' the Boulevard Board Member, described the various events planned for
33 this year, including the Henry Travers Memorial Scholarship Dinner which raises funds for
34 scholarships for high school students in Petaluma.

36 Ed Maas, Petaluma, spoke of his childhood in Detroit, his volunteer work in Petaluma, and noted
37 that he did not like the violent subject matter of some of the other public speakers.

39 Katherine Bobrowski, Petaluma, spoke about vandalism in her mobile home park.

41 Zen Destiny, Petaluma, did not appreciate one of the other frequent public speaker's references
42 to Catholicism and Judaism; called for amnesty for all inmates who are being held on non -
43 violent drug - related charges; and stated that the CIA controls 90% of the opium in the world.

45 Richard Brawn, Petaluma, said that the city belongs to the citizens, not to the Council or staff.
46 The citizenry have to look after their investment. Potholes do nothing to bring in revenue or
47 improve the economy.

30 structures and hormones in pharmaceutical and personal -care products are indeed a
31 problem. Are they turning all the fish into hermaphrodites? Does the water need to be
32 cleaned more before delivering it around town?

37 emissions down, 101 should be four lanes in both directions.
