RESOLUTION SUPPORTING PROPOSITION 1C, THE
HOUSING AND EMERGENCY SHELTER TRUST FUND ACT OF 2006
WHEREAS, about 200,000 houses and apartments are built in California each year,
most of which are built with private dollars; and,
WHEREAS, some housing units receive subsidies from federal, state and local
governments, such as low-interest loans or grants to developers (private, nonprofit, and
governmental) to subsidize housing construction costs, or provide homebu~ers with direct
financial assistance to help with the costs of a downpayment; and,
WHEREAS, in 2002, the voters approved Proposition 46, which provided a total of $2.1
billion of general obligation bonds to fund state housing programs, which is estimated to have
$350 million still unspent as of November 1, 2006; and,
WHEREAS, Proposition 1 C will authorize the state to sell $2.85 billion of general
obligations bonds to find 13 new and existing housing and development programs:
• Development Programs - $1.35 billion -would fund three new programs aimed at
increasing development.
• Homeownership Programs - $625 million -would encourage homeownership for
low- and moderate-income homebuyers.
• Multifamily Housing Programs - $590 million -would fund programs aimed at the
construction or renovation of rental housing projects, such as apartment buildings.
• Other Housing Programs - $285 million -would be used to provide loans and grants
to developers of homeless shelters and housing for farmworkers, and to pilot projects
aimed at reducing the costs of affordable housing.

NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma does hereby
support Proposition 1 C, the Housing and Emergency Shelter Trust Fund Act of 2006, in order to
continue providing affordable housing assistance to developers and homebuyers as well as
providing shelters for battered women and their children; clean and safe housing for low-income
senior citizens; homeowner assistance for the disabled, military veterans, and working families;
and repairs and accessibility improvements to apartments for families and disabled citizens.
Under the power and authority conferred upon this Council by the Charter of said City.
