BACKGROUND The Mountain View.Avenue main is predominantly vitrffiecl clay pipe, which is damaged and in need of replacement orhinrig. Sewer laterals are a significant source for Infiltration & Inflows (I &I) of any sewer collection , system. To reduce I &I, the City of Petaluma urges replacement of deteriorated sewer laterals and has a Sewer Lateral Replacement Grant Program ( SLRGP) to support homeowners When replacing private sewer laterals within the. City limits. Approximately 87 private sewer laterals are connected to the public sewer main on this project. Prior to construction, staff will conduct outreach to these property owners within the project limit§ to inform them of the SLRGP. If the homeowner is interested in replacing their lateral, the City.will facilitate replacement of the damaged laterals by working with the property owners and the contractor during the construction project. Construction is scheduled to be begin in November of 2011 and to be completed in May of 2012. It is anticipated that construction management and inspection will be conducted by staff. FINANCIAL IMPACTS The total project budget for the Mountain View Sewer Main Replacement (C66401005) is $1,540,000, and ,$96,500has been expended to date. The following is a.breakdown of the amended project budget: Construction Contract (low bid) $ 809,736 Design $ 200,000 Administration $ 10,000 Construction Management & Inspection $ 150,000 Contingency $ 200,000 TOTAL : $ 1,369,736 ATTACHMENTS 1. (FEDCO) from Santa Rosa, CA for $809,736; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that FEDCO possesses a valid California Contractor's License, Class A, number 479227 that qualifies FEDCO to perform the Project; and , WHEREAS, the Project is categorically exempt pursuant to California. Environmental Quality Act ( "CEQA ") and Title 14 the California Code of Regulations (" .CEQA,'Guidelines "), Section 15302, because the project consists.of replacement' and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of .capacity. NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City hereby: 1. Approves the amended project budget of $1;369,736 • 2. Contract Code .Section 201 and other a licable law, waives any and all non- • conformance in the bid of FEDCO for the Mountain View ,Sewer Main Replacement Project, Project No. C66401005, finds the bid of $°809 to be the lowest, responsive bid and further finds that FEDCO is the lowest: responsible bidder. 3. Awards the contract for the Mountain View Sewer Main Replacerrient Project, Project No. C66401005 to FEDCO in the amount of $809,736 ,,the amount ofthe lowest responsivebid, conditioned•on,FEDCQ's•timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, ,certificates of insurance, and endorsements, in accordance with the,project, bid documents. 4.
