Councilman Brunner, Councilman Daly SUBJ: Reviewing Management Personnel On July 1, 1974 the City Council authorized our committee to continue studying ob assignments Y 9 J -and work ' Toads of management personnel and submit. a report to the City Council as soon as possible, but no later than the first part of January 1975. Our ,committee has been spend- . ing many hours reviewing information concerning fringe benefits rovide ' personnel in other cities p d for management pers in the bay area and County . . :,execu- Sonoma Count as well as their tive compensation •,. n plans ' Also included in H our study was a uestionnaire filled, ed, out by management personnel using a typical month as: a basis in regard to,-the requirements of night meetings; weekend meetings; call ' outs telephone calls received home concerning city business; and daily schedules (usual time arrive and leaving work, etc.). y q Lastly, we reviewed again in the various requests u made by management 'people in May of last year. Last July the Council adopted,: more or less, a fiat g p p. . 8% for most management ement eo le, , ho�wever,� there were some who management people. ho re less .'•than' 8%. The City of P P as' grown in size over the last 10 years etaluma, h, ast requiring 1 q the enlargement of the city personnel, and increasing substantially the responsibilities of various management People.' The salary increase S for thee management people have been at the same percentage level or less than that given-to other employees in the city whose responsibilities are no different than they were 10 year's ago. Since some departments increased at different ratesithan others, the relationship between the responsibilities of the various management people, also needed studying. It would be well to point out management people receive no, overtime and are not allowed any fixed compensation time off for over- , time worked. The other employees in the city are either paid at time and one-half or where it was •possible, were • given time and one-half equivalent it compensating time. If the Fair Lab.or Standards Act becomes valid, it will require compensating time be discontinued and the city must pay for all time worked in excess of the normal work period at time and one-half. The committee at this time is only part way through their , review of the , management positions as the City is in the midst of a reorganiation of respon- sibilities of Department Heads and other management people which may either •increase or decrease the same. The committee recommends the following: A. The city purchase term life insurance according to the following plan: 1. Insurance for Department. Heads should be in the amount of one and one-half times their annual salary rounded to the nearest even dollar, i.e. $12,000, $13,000, etc. not to exceed $40,000. -2- • . - 2. Insurance or Division Heads and'oth " administra- tive personnel should be in an amount equal to their annual salary rounded to the nearest even dollar; i.e. $10,000, $11,000, etc. B. The City Manager, the Assistant City Manager/Personnel Officer, the"Community Development iDirector and the Director of Public Works be given '5 days of compen- sating time off during the calendar year 1975 to be taken one day at'a,time on approval of the, City Manager. ' C. The City Attorney, Fiscal Analyst and the City Clerk be given 3 days of compensating time off during the calendar year 1975 to be taken one daY at a time on approval of the City Manager. D. It is further recommended that in January of each year a Council Committee review the amount , of time spent • outside of regular hdurs by all :management people in the preceding year and according to that amount of time, establish extra days of comp time off for that management persdn'for the new year. This will require management people to prepare a report at the end of the year of their involvement at extra meetings and any (tiler requirements on their time beyond the normally established work ,period for their particular job. The committee recommends that this be done on an annual basis as the amount of extra time worked varies from year to year depending on city activities. E. The Police Lieutenant position position and the Assistant City Engineer position have "$50 added to each of the 5 monthly salary steps. ' 4. It is further recommended that the City Manager be authorized to advance the Director • ecto r of Community Development and the Assistant City Manager /Personnel Officer and the Water Pollution Control Superintendent one step a p s of January l; 1975 and adjust the budget accordingly. F. In conclusion, the committee would”1ike to restate that as. soon as the reorganization of the various departments is completed, there will be a need to reevaluate other management positions in accordance. to •their new .respon- sibilities..
