SUBJECT: Resolution Approving the Project Budget and Authorizing Award of Contract for
the Mountain. View Sewer Main Replacement (Petaluma Blvd. South to
Purrington Road)
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution approving the project
budget and authorizing award of contract for the Mountain View Sewer Main Replacement
(Petaluma Blvd. South to Purrington Road) toTeam Ghilotti, Inc.
BACKGROUND
The Mountain View Avenue sewer main is predominantly vitrified clay pipe, which is damaged
and in need of replacement or lining. Sanitary sewer overflows (SSOs) in 2008 resulted in the
Regional Water Quality Control Board identifying this project as mandatory. Therefore the
project must be completed to comply with the Board's SSO enforcement directives.
The project involves removal and replacement of approximately 3,600 linear feet of the 12 inch
and 8 inch sewer trunk mains on Mountain View Avenue from Petaluma Boulevard South to
Phillips Avenue and rehab lining of approximately 1,600 linear feet of 8 inch and 6 inch sewer
mains from. Phillips Avenue to,Purrington Road. The project also involves removal and
replacement of the sewer manholes along the entire length of the project. The project location is
shown on Attachment 2.
DISCUSSION
The Notice Inviting Bids was issued on September 1, 2011. On. September 26, 2011, six bids
were received as follows:

*The apparent low bidder, FEDCO Construction, Inc., has withdrawn their bid due to a clerical
error in their bid documents.
The lowest responsible bidder, Team Ghilotti, Inc., has performed similar projects for the City of
Petaluma, City of Mill Valley, and the San Rafael Sanitation District. Staff verified that Team
Ghilotti, Inc. possesses a valid Class A California Contractor's License, license number 895384,
which expires on April 1, 2013, that qualifies Team Ghilotti, Inc. to perform the work.
Sewer laterals are a significant source for Infiltration & Inflows (I &I) of any sewer collection
system. To reduce I &I, the City of Petaluma urges replacement of deteriorated sewer laterals
and has a Sewer Lateral Replacement Grant Program (SLRGP) to support homeowners when
replacing private sewer laterals within the City limits. Approximately 87 private sewer laterals
are connected to the public sewer main on this project. Prior to construction, staff will conduct
outreach to these property owners within the project limits to inform them of the SLRGP. If the
homeowner is interested in replacing their lateral, the City will facilitate replacement of the
damaged laterals by working with the property owners and the contractor during the construction
project.
Construction is scheduled to begin in November of 2011 and to be completed in May of 2012. It
is anticipated that construction management and inspection will be conducted by staff.
FINANCIAL IMPACTS
The total project budget for the Mountain View Sewer Main Replacement (C66401005) is
$1,540,000, and $96,500 has been expended to date: The following is a breakdown of the
amended project budget:
Construction Contract (low bid) $ 841,049
Design $ 200,000
Administration $ 10,000
Construction. Management & Inspection $ 150,000
Contingency $ 200,000
TOTAL: $ 1,401,049

RESOLUTION APPROVING THE PROJECT BUDGET AND
AUTHORIZINGAWARIi OF CONTRACT FOR THE MOUNTAIN VIEW SEWER
MAIN REPLACEMENT (PETALUMA BLVD. SOUTH, TO PURRINGTON ROAD)
CITY PROJECT NUMBER C66401005
WHEREAS, City staff has prepared construction bid documents and advertised for construction .
of this Project; and
WHEREAS, in accordance with the City of Petaluma. Charter and Municipal. Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the project was bid on September 1, 2011, and .six. (6) bids were received and
opened on September 26, 2011 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti, Inc.
(TGI) from Petaluma, CA for $841,049; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that TGI possesses a valid California Contractor's License, Class
A, number 479227 that qualifies T.GI to perform the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality
Act ( "CEQA ") and Title 14, the California Code of Regulations ( "CEQA Guidelines "), Section
15302, because the project consists of replacement and reconstruction of existing utility systems
and/or facilities involving negligible or no expansion of capacity.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby:
1. Approves the amended project budget of $1,401,049
2. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20,162 and other applicable law, waives any and all non=
conformance in the bid of TGI .for the Mountain View Sewer Main Replacement Project,
Project,No. C66401005, finds the bid of $841,049 to be the lowest, responsive bid and
. further finds that TGI is the lowest responsible bidder.
3. Awards . the contract forthe Mountain View Sewer Main Replacement Project, Project
No. C66401005 to TGI in the amount of$841,049 , the amount of the lowest responsive
bid, conditioned on TGI's timely executing the project contract and submitting all
required documents, including but not limited to, executed bonds, certificates of
insurance, and endorsements, in accordance with the project bid documents.
4. Directs staff to issue a notice of award to Team Ghilotti, Inc.

5. Authorizes and directs the City Manager to execute
