WHEREAS, the Board of Supervisors of' Sonoma County has adopted
a Resolution of Intention to complete land use zoning and district
organization and to file a.,fin environmental impact report for
the Penngrove wastewater- management facil'ities; 'and,
WHEREAS, in said. Resolution of Intention the Board of Supervisors
of Sonoma County the Board has asked this City Council to adopt aReso-
lution of Intention to approve the wastewater management facility plan
for Penngrove; and,
WHEREAS, it is the principle concern of this City Council that
state and local land use 1
p,'annng rules and regulations be followed and
implemented concerning the wastewater management facility plan for Penn-
grove and that the appropriate zoning be adopted for the Penngrove area;
NOW, THEREFORE, BE.' RESOLVED that this City Council hereby de—
clares its intention °to approve the wastewater management facility plan
for Penngrove provided the fo-llowin,g conditins. are complied with:
1. That a local land use plan be adopted - for the subject
area in conformance with state and local land use plan-
ning laws and regulations;
2., That appropriate zoning consistent with the aforemen-
tioned land iise plan Is adopted for the subject area, so
as to permit a population not to exceed''3,.000 persons in

the subject area in accord with County Resolution .No. 41168,
which. assigned" 80 population to the Petaluma Valley in-
eluding a 77,00 0 population for the City of Petaluma, and
County Resolt.uion No. 48265.

3. That in any event this Resolution of Intention will be
effective only if the transportation, treatment and
disposal of waste water by the City of Petaluma is the most
cost effective plan; and, •
4. That the City of Pet'aluma's Engineering and Community
Development Departments shall be advised at least 60 days
prior to any action by the County of .Sonoma which would
result in a change of zoning, a change in the County General;
Plan for the area, the construction .of any road, street or
any other public improvement .i.n the subject area or the is-
suance of any building permit.

adopted by the Council of the City of Petaluma on the 7 th
