HomeMy WebLinkAboutResolution 2006-116 N.C.S. 06/19/2006 Resolution No. 2006-116 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY MANAGER TO ADJUST CERTAIN SALARIES WITH COMPACTION AND ESTABLISHING THE COMPENSATION PLAN FOR EMPLOYEES IN UNIT 8 (DEPARTMENT DIRECTORS) WHEREAS, the employees in Unit 8 are not represented by any recognized employee organization; and, WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter, is required and empowered to make a recommendation to the City Council on matters related to employees' compensation; and, WHEREAS, the City Manager has authority to set the specific salaries of employees in Unit 8 within salary ranges approved by the City Council in the annual fiscal year Compensation Plan for Unit 8; and, WHEREAS, following recently completed labor negotiations, the City Council approved successor Memoranda of Understanding with certain of the City's bargaining units that contain salary increases for employees in these bargaining units, including increases to be effective July 4, 2005; and, WHEREAS, the City Manager has determined that, due to the salary increases contained in these MOUs, there is now and will be salary compaction and internal inequity for the positions of Director of Public Works, Fire Chief, and Police Chief; and, WHEREAS, salaries for the positions of Director of Public Works, Fire Chief, and Police Chief will require adjustment effective July 4, 2005 to address the compaction in fiscal year 2005/2006; and, WHEREAS, salaries for the positions of Fire Chief and Police Chief will require adjustment effective July 3, 2006 to address the compaction in fiscal year 2006/2007; and, Resolution No. 2006-1 16 N.C.S. Page 1 WHEREAS, salaries for the positions of Fire Chief and Police Chief should be increased effective July 1, 2006 to address the compaction; and, WHEREAS, the City Manager has reviewed and concurs with the proposed 2006-2007 Fiscal Year Compensation Plan (Compensation Plan) for Unit 8 and does recommend the City Council ratify said Compensation Plan. NOW, THEREFORE, BE IT RESOLVED that the Council authorizes the City Manager to make salary adjustments to address compaction for the positions of Director of Public Works, Fire Chief and Police Chief effective July 4, 2005, and to make salary adjustments to address compaction for the positions of Fire Chief and Police Chief effective July 3, 2006. BE IT FURTHER RESOLVED that the Compensation Plan, being in the best interests of the City, is ratified and the terms and conditions of said Compensation Plan shall be effective July 1, 2006 through June 30, 2007. Under the power and authority conferred upon this Council by the Charter of said City.
