HomeMy WebLinkAboutResolution 2009-063 N.C.S. 05/04/2009Resolution No. 2009-063 N.C.S. of the City of Petaluma, California APPROVING THE PROJECT BUDGET AND AUTHORIZING THE AWARD OF CONTRACT FOR THE PURCHASE AND INSTALLATION OF SYNTHETIC TURF AT LUCCHESI PARK -PROJECT 014500901 WHEREAS, the synthetic turf at Lucchesi Park lighted multi-use field has been in use daily since July of 2000, and at the time of installation the FieldTurf brand synthetic turf at Lucchesi Park had an 8 to 10 year life expectancy; and, WHEREAS, the synthetic turf at Lucchesi Park has provided Petaluma youth and adult recreational programs an all weather playing facility to meet the demand of year around sports, and in addition to Petaluma youth soccer and the growing number of Petaluma youth participating in boys and girls lacrosse, the rental of the field to adults and non-residents is a source of revenue that assists in offsetting the cost to replace the turf; and, WHEREAS, using due diligence, Parks and Recreation staff visited various sites with differing types of state of the art synthetic turf fields, and subsequently prepared specifications for FieldTurf or an approved equal product, which is the product that has served well for the past nine years and is deemed to be the turf that will best serve all participants now and into the future; and, WHEREAS, in accordance with California Public Contract Code.Section 20162 and other applicable law, City staff solicited bids for the project; and, WHEREAS, the project was bid on April 15, 2009 and (1) bid was received and opened in accordance with applicable law; and, WHEREAS, the lowest bid for the Project was from FieldTurf USA, Inc. for $342,592.00; and, WHEREAS, staff has determined that FieldTurf USA, Inc.'s bid satisfies Project bidding requirements; and, WHEREAS, staff has verified that FieldTurf USA, Inc. possesses a valid California Contractor's License, Class B, number 849044 that qualifies FieldTurf USA to perform the Project;. and, WHEREAS, the project is exempt from the requirements of the California Environmental Quality Act pursuant to 14 California Code of Regulations, Chapter 3 ("CEQA Guidelines"), § 15301, as the repair of an existing facility with negligible or no expansion of use. NOW, THEREFORE, BE IT .RESOLVED that the City Council of the City hereby: Approves the Project Budget in the amount of $ 350,000.00. Resolution No. 2009-063 N.C.S. Page 1 2. In accordance with California Public Contract Code Section 20162 and other applicable law, waives any and all non-conformance in the bid of FieldTurf USA Inc. for the Lucchesi Field Artificial Turf Replacement Project, and finds the bid of $ 342,592.00 to be the lowest, responsible bid. Awards the contract for the Lucchesi Field Artificial Turf Replacement Project to FieldTurf USA Inc. in the amount of $ 342,592.00, the amount of the lowest responsible bid, conditioned on timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award to FieldTurf USA Inc. Authorizes and directs the City Manager to execute the project contract on behalf of the City upon timely submission by FieldTurf USA Inc. of the signed project contract and. all other required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
