HomeMy WebLinkAboutResolution 91-341 11/18/1991^`I _ . ~f'S®lutlon N~. 91-341 ~.C.S. 1 of the City of Petaluma, California 2 3 RESOLUTION IN SUPPORT OF THE INTERJURISDICTIONAL AGREEMENT 4 FOR PROPER AND EFFECTIVE MANAGEMENT OF HAZARDOUS WASTE 5 GENERATED BETWEEN THE NINE BAY AREA COUNTIES AND THE 6 REGIONAL HAZARDOUS WASTE MANAGEMENT CAPACITY 7 ALLOCATION COMMITTEE 8 9 10 WHEREAS, the nine San Francisco Bay Area counties have executed a memorandum of 11 understanding (MOU) to create a Regional Hazardous Waste Management Capacity 12 Allocation Committee (Committee); and 13 14 WHEREAS, the Committee's highest priorities are pollution prevention and hazardous 15 waste minimization at the source through implementation of 1) source reduction, 2) 16 recycling and 3) waste treatment, as evidenced by the pollution prevention programs and 17 activities of member local governments; anal 18 19 WHEREAS, the MOU gives the Committee the responsibility to negotiate intercounty 20 agreements with counties having excess hazardous waste management capacity with 21 member counties as well as with non-member counties; and 22 23 WHEREAS, the Committee has developed a method to implement the allocation of 24 responsibility for providing hazardous waste management capacity among the member 25 counties based upon the Fair Share principle as set forth in the Committee Report dated 26 August 28, 1991 (Report); and 27 28 WHEREAS, the Sonoma County Board of Supervisors will consider a resolution approving 29 a proposed interjurisdictional agreement in which each member: accepts and approves the 30 findings of the Report; agrees to provide siting opportunities consistent with the County 31 Hazardous Waste Management Plan; and, agrees to the initial fair share allocation of ~~s. h~......9.1.-.3.41........ n~.cs. 1 responsibility to provide siting opportunities for Stabilization Capacity within Sonoma 2 County. 3 4 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby affirms the City of 5 Petaluma's support for the interjurisdictional agreement. 6 7 8 hazagree/jb-5 Under the power and authority conferred upon this Council by the Charter of said City.
