HomeMy WebLinkAboutResolution 91-334 11/18/1991:, ~Z~SOIUItI®rl N®. 91-334 N ~.~. of the City of Petaluma, California RESOLUTION ACCEPTING MARKET OUTLOOK AND ECONOMIC DEVELOPMENT REPORT WHEREAS, it was one of the City Council's Fiscal 1989-90 goals to prepare an economic development report for the City of Petaluma; and WHEREAS, the City Council established an Economic Development Subcommittee to work with a subcommittee from the Chamber of Commerce to oversee accomplishment. of this goal; and WHEREAS, the joint subcommittee desired the report to accomplish three objectives: 1. Provide an expanded and updated body of basic economic data about the community; 2. Evaluate the economic-development policies established by the 1987 General Plan; 3. Recommend basic economic development strategies which the City could implement to achieve the policies described in the General Plan. WHEREAS, Economic Research Associates was hired by the City to prepare said report; and WHEREAS, on March 1991, the final report was delivered to the City; NOW, THEREFORE, BE IT RESOLVED THAT the final report, Market Outlook and Economic Development Report, dated March 1991, is hereby accepted. NOW, THEREFORE, BE IT FURTHER RESOLVED that acceptance of said report does not imply the City Council's acceptance of the report's recommendations which are not consistent with the policies adopted in the General Plan as interpreted or amended by the Council from time to time. NOW, THEREFORE BE IT FURTHER RESOLVED as follows: Ncs. N~...9.1.-.3.3.4......... h.cs. `. 1 The City Council rejects any implications in the report that the City should pursue 2 overly aggressive business attraction strategies in disregard of or to the detriment of 3 the communities' desire to maintain high quality of life and community character 4 values as expressed in the City's General Plan. 5 6 The City Council embraces the concerns expressed in the Introduction to the Policy 7 Recommendation Section: To 1) Emphasize good City planning and building of a 8 high quality community, and 2) Forego emphasis on the rate of economic growth in 9 favor of the quality and nature of economic growth. 10 11 The City Council rejects the notion. of increasing the industrial and business park 12 land inventory simply to maintain a hypothetical supply target and favors strategic 13 additions to the land inventory to meet specific and well-reasoned needs. 14 15 The City Council unequivocally supports the recommendations in the economic 16 development report concerning: 1) encouragement of retail development, 2) 17 preservation of hotel sites, 3) protection and enhancement of downtown viability 18 with long-term parking strategy, and 4) using the Petaluma River as an economic 19 instrument. Furthermore, the City Council fully intends to pursue a more aggressive 20 economic development strategy, but only such development as is consistent with the 21 City's General Plan and the statements referenced herein with particular emphasis 22 on the ualit of growth and development. 23 24 25 resEcDev /council-6 Under the power and authority conferred upon this Council by the Charter of said City.
