2 RESOLUTION APPROVING ISSUANCE OF A MITIGATED
3 NEGATIVE DECLARATION PURSUANT TO CEQA FOR AMENDMENT
4 TO THE KINGSMILL SUBDIVISION PUD DEVELOPMENT PLAN TO
5 ALLOW CONSTRUCTION OF A CHURCH AND ASSOCIATED SITE
6 IMPROVEMENTS, SONOMA MOUNTAIN PARKWAY AT CASTLE DRIVE,
7 PORTION OF AP NO. 136-120-11

9 WHEREAS, the Planning Commission has recommended issuance of a Mitigated Negative
10 Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal
11 to construct a church and associated site improvements within the Kingsmill PUD Zoning
12 District on Sonoma Mountain Parkway at Castle Drive; and
13
14 WHEREAS, an initial study has been prepared for the project which noted potential
15 archaeological and traffic noise impacts; and
16
17 WHEREAS, the results of the study have indicated that conditional approval of this project
18 will not trigger any significant adverse environmental impacts that cannot be mitigated
19 through conditions of approval; and
20
21 WHEREAS, staff and the Planning Commission have recommended that a Mitigated
22 Negative Declaration be issued on the above project;

24 NOW, THEREFORE, BE IT RESOLVED that the issuance of said Mitigated Negative
25 Declaration pursuant to the California Environmental Quality Act is hereby approved,
26 based upon the following findings:

30 1. The project, as conditionally approved, does. not have the potential to degrade the
31 quality of the environment, substantially reduce the habitat of a fish or wildlife
32 species, cause a fish or wildlife population to drop below self-sustaining levels,
33 threaten to eliminate a plant or animal community, reduce the number or restrict
34 the range of a rare or endangered plant or animal or eliminate important examples
35 of the major periods of California history or prehistory.

37 2. The project, as conditionally approved, does not have the potential to achieve short-
38 term to the disadvantage of long-term, environmental goals.

The project, as conditionally approved, does not have impacts which are individually
limited, but cumulatively considerable.
The project, as conditionally approved, does not have environmental effects which
will cause substantial adverse effects on human beings, either directly or indirectly.
The project is consistent with and further promotes the objectives, goals, and
policies of the General Plan and the Corona/Ely Specific Plan.
