2 A RESOLUTION APPROVING AMENDMENTS TO THE GENERAL
3 PLAN/LAND USE ELEMENT AT 410, 414, 416, 418 AND A PORTION
4 OF 426 EIGHTH STREET AND 801 AND 802 "F" STREET,
5 AP NO.'S 008-294-5, 7, 13, 16 AND A PORTION OF 14

7 WHEREAS, the Petaluma City Planning Commission has reviewed the proposed
8 amendment to the General Plan Land Use Element and has held a public hearing thereon,
9 and after said hearing has made recommendations on said amendment; and

11 WHEREAS, the Planning Commission filed with the City Clerk its report as set forth in its
12 minutes of July 23, 1991, recommending adoption of the said proposed amendment; and
13
14 WHEREAS, the Planning Commission and City Council have held public hearings on the
15 proposed amendment as stated below; and

17 WHEREAS, said public hearings were held on July 23, 1991, August 19, 1991, and
18 September 16, 1991.

20 NOW, THEREFORE, BE IT RESOLVED that a General Plan land use designation
21 amendment for the back portion of 426 Eighth Street (portion of AP No. 008-294-14) from
22 "Public and Institutional" to "Urban Diversified"; and for properties located at 410, 414,
23 416, and 418 Eighth Street and 801 and 802 "F" Street (AP No. 008-294-05, 07, 13, 15, and
24 16) from "Urban Standard" to "Urban Diversified", is hereby adopted and ordered
25 incorporated on the General Plan Land Use Element map on file in the office of the
26 Community Development Department, based on the following findings:

28 Findinss:
29 1. The proposed General Plan Amendment is consistent and compatible with the rest
30 of the General Plan because the site is near other "Urban Diversified" areas and is
31 well within the Urban Limit Line, and the relatively small increase in development
32 potential resulting from the change will not impact the overall growth and
33 development pattern for the area.

35 2. The proposed General Plan Amendment will support the General Plan policy of
36 limiting "sprawl" by encouraging "infill" development in already urbanized
37 neighborhoods.

1 3. The proposed amendment is deemed to be in the public interest because it
2 represents the best and highest use of the land and will support the General Plan,
3 Housing Element objective of providing a variety of housing opportunities for the
4 residents of Petaluma.

6 4. The potential impacts of the proposed General Plan Amendment have been
7 determined not to be detrimental to the public health, safety or welfare because
8 potential visual impacts of any additional multi-unit development can be mitigated
9 through Site Plan and Architectural Review Committee (SPARC) review.

11 5. The proposed General Plan Amendment has been processed in accordance with the
12 applicable provisions of the California Governmental Code and the California
13 Environmental Quality Act (CEQA). The addition of any dwelling units to the
14 existing single family homes or the development of a small multiple unit project, on
15 the vacant Boys and Girls Club land would be exempt from processing under CEQA
16 but would require SPARC approval.

18 6. The proposed General Plan Amendment will correct the inconsistency between the
19 existing zoning designation and the actual development at 410 Eighth Street and 801
20 and 803 "F" Street.

22 BE IT FURTHER RESOLVED that the City Council finds that the requirement of
23 California Environmental Quality Act Guidelines have been satisfied. and hereby
24 incorporates by reference the environmental documentation adopted October 7, 1991.
