HomeMy WebLinkAboutResolution 91-288 10/07/1991_- ~- resolution No. 91-288 N.C.s. of the City of Petaluma, California RESOLUTION AMENDING CLASSIFICATION PLAN TO ESTABLISH A NEW POSITION CLASSIFICATION OF PLANNING DIRECTOR AND DESIGNATING IT TO UNIT 8, (MANAGEMENT) BE IT RESOLVED that the Classification Plan and Compensation Plan as originally adopted pursuant to Resolution No. 90-209 N . C . S . , and the classification titles and specif~ations as adopted by Resolution No. 90-147 N . C . S . , are hereby amended by establishing a classi.i~cation of Panning Director, (as attached hereto and marked Exhibit "A" and made a part hereof). BE IT FURTHER RESOLVED that this action is taken pursuant tp Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV , Section 5) for classifications included in the Competitive Service of the Personnel System, that the notice of this action has been properly posted and that the City Manager recommends this action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 N . C . S . , as amended, is hereby amended to include estab]~shment of the classification of Planning Director and assigning this classification to Unit 8 (Management) , effective October 1, 1991, at a salary range of $4,831 - $5,872 per month. Under the power and authority conferred upon this Council by the Charter of said City. PLANNING DIRECTOR DEFINITION Under administrative . directdon, plans, organizes, coordinates and directs the programs activities and staff of the City's Planning Department; provides expert professional assistance try City management staff and City Council on planning matters; performs related work as assigned . CLASS CHARACTERISTICS This class has department management level responsibility for overall policy development, program planning, fiscal .management, administration and operation of the current and advanced planning division. The incumbent is responsible for accomp]ishing departmental goals and objectives, supervising staff, administering the annual budget, and directing the day-try-day operations and activities of the department. EXAMPLES OF DUTIES (Illustrative Only) Develops and directs the implementation of goals, objectives, poli>r^lies, procedures and work standards for the Department; prepares and administers the department's budget; plans, organizes, assigns, directs, reviews and evaluates. the work of staff; selects staff and provides for their training and professional development; interprets city policies to employees; works closely with the City Manager, City Council, other City departments, a variety of public and private organizations, and citizen groups in developing programs and implementing projects to solve problems related to the planning functifln; advises the City Manager and City Council on related issues and programs; prepares and recommends long-range plans for City services and programs; develops specific proposals for acidon on current and future City planning needs; makes final interpretations of City regulations and various ordinances, codes and applicable laws to ensure compliance; represents the City and works closely with citizen boards and commissions and pubic and private offi<-aals to provide t~clnical assistance., directly or through subordinate staff; coordinates the preparation of ~ a wide variety of reports or presentations for .City management or outside agencies; administers and supervises the department; directs the ..development of management systems," procedures and standards for program evaluatis~n; monitnrs developments. related to delegated service area; evaluates their impact on City operations and implements policy and procedure improvements; is responsible. for advice, maintenance and recommendations related to urban development and the City's General Plan. A typical way of gaining the knowledge and skills outlined. above. is: Equivalent to graduation from a four year college or university with major coursework in urban planning, business or public administration, or a closely related fiP1d or at least eight years of administrative/ management experience in planning and community development which has included program planning, development and administration.
