2 A RESOLUTION APPROVING AN AMENDMENT TO THE GENERAL
3 PLAN/LAND USE ELEMENT FOR A PORTION OF 426 EIGHTH STREET,
4 AP N0.008-294-14

6 WHEREAS, the Petaluma Boys and Girls Club have submitted a request to amend the
7 General .Plan Land Use designations for those properties located on the south side of 8th
8 Street between F and G Streets; and

WHEREAS, the Petaluma City Planning Commission considered the application during a
public hearing on July 23, 1991 and after said hearing has made recommendations on said
amendment; and
WHEREAS, the Planning Commission filed with the City Clerk its report as set forth in its
minutes of July 23, 1991, recommending adoption of the said proposed amendment; and
WHEREAS, the City Council discussed the proposed amendment at a meeting on August
19, 1991 and moved to revise the proposal to include only the back portion of the Boys and
Girls Club site with frontage on G Street (a portion of AP No. 008-292-14); and
21 WHEREAS, the City Council moved to revise the proposed amendment and change the
22 General Plan Land Use designation for said portion of AP No. 008-292-14 to Urban
23 Standard instead of Urban Diversified as previously proposed;

25 NOW, THEREFORE, BE IT RESOLVED that a General Plan land use designation
26 amendment for the back portion of 426 Eighth Street (AP No. 008-294-14) from "Public
27 and Institutional" to "Urban Standard"; as revised by the City Council, is hereby adopted
28 and ordered incorporated on the General Plan Land Use Element map on file in the office
29 of the Community Development Department, based on the following findings:

31 Findings:
32 1. The proposed General Plan Amendment is consistent and compatible with the rest
33 of the General Plan because the site is near other "Urban Standard" areas and is
34 well within the Urban Limit Line, and the relatively small .increase in development
35 potential resulting from the change will not impact the overall growth and
36 development pattern for the area.

1 2. The proposed General Plan Amendment will support the General Plan policy of
2 limiting "sprawl" by encouraging "in-fill" development in already urbanized
3 neighborhoods.

5 3. The proposed amendment is deemed to be in the public interest because it will
6 support the General Plan, Housing Element objective of providing a variety of
7 housing opportunities for the residents of Petaluma.

9 4. The potential impacts of the proposed General Plan Amendment have been
10 determined not to be detrimental to the public health, safety or welfare because
11 potential visual impacts of any additional dwelling group development can be
12 mitigated through Site Plan and Architectural Review Committee (SPARC) review.

5. The proposed General Plan Amendment has been processed in accordance with the
applicable provisions of the California Governmental Code and the California
Environmental Quality Act (CEQA). The subsequent development of the Boys and
Girls Club land would be exempt from processing under CEQA but may require
SPARC approval.

BE IT FURTHER RESOLVED that the City Council hereby incorporates by reference
the environmental documentation adopted in Resolution 91-258 on August 19, 1991.
