3 A RESOLUTION APPROVING THE ISSUANCE OF A NEGATIVE
4 DECLARATION PURSUANT TO CALIFORNIA ENVIRONMENTAL
5 QUALITY ACT FOR A GENERAL PLAN LAND USE DESIGNATION
6 AMENDMENT AND REZONING FOR A PORTION OF AP N0.008-294-14

8 WHEREAS, the Planning Commission has recommended the issuance of a Negative
9 Declaration pursuant to the California Environmental Quality Act (CEQA) for the
10 following project:

12 1. Amendment to the General Plan Land Use Designation from Public Institutional to
13 Urban Standard (2.1 to 5 du/ac), a portion of 426 8th Street (AP No. 008-294-14).

15 2. Amend the Petaluma Zoning Ordinance to rezone from R-1 6,500 to R-1 5,000 a
16 portion of 426 8th Street (AP No. 008-294-14).

18 NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative Declaration
19 pursuant to the California Environmental Quality Act is hereby approved, based on the
20 following findings:

22 1. The project does not have the potential to degrade the quality of the environment,
23 substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife
24 population to drop below self-sustaining levels, threaten to eliminate a plant or
25 animal community, reduce the number or restrict the range of a rare or endangered
26 plant or animal or eliminate important examples of the major periods of California
27 history or prehistory because the project site is located in an already urbanized area.

29 2. The project does not have the potential to achieve short-term to the disadvantage of
30 long-term, environmental goals.

32 3. The project does not have impacts which are individually limited, but cumulatively
33 considerable.

35 4. The project does not have environmental effects which will cause substantial
36 adverse effects on human beings, either directly or indirectly.

1 5. The project is consistent with and further promotes the objectives, goals, and
2 policies of the General Plan, Land Use and Housing elements to encourage "in-fill"
3 development.
