RESOLUTION DETERMINING THAT THE PUBLIC INTEREST AND
NECESSITY DEMAND THE ACQUISITION, CONSTRUCTION AND COM-
PLETION; BY THE CITY OF PETALUMA OF EACH OF THE FOLLOWING
MUNICIPAL IMPROVEMENTS TO WIT: (A) NEW CENTRAL LIBRARY .

AND (B). PARK AND RECREATION IMPROVEMENTS; AND THAT THE
COST OF SAID MUNICIPAL IMPROVEMENTS, AND EACH. OF THEM,

WILL REQUIRE AN EXPENDITURE GREATER. THAN THE AMOUNT
ALLOWED THEREFOR BY THE ANNUAL TAX LEVY.

BE IT RESOLVED by the Council of the City of
Petaluma as follows
1. That the public interest and necessity demand
the acquisition, Construction and completion by said City
of the following municipal improvements, and each of them,
to wit:
(A) NewCentral Library. A new central library,
including site development, landscaping and parking area,
..,' together with equipment, furniture and fixtures, lands,
n r easements and rights-of-way; and other works, property or
structures necessary or convenient for a' new central library
for the City of Petaluma.
(b) Parks and Recreation Improvements'. Park

and recreation improvements, including acquisition .of land;
development of new parks, including fill, grading, and
other improvements; improvements to existing parks; equip-
, 1 . ment, furniture, landscaping, lands, easements and G

fi rights-of-way; and other works, property or structures
necessary or convenient for park and recreation improve-
ments for the City of Petaluma? .
2. That the acquisition, construction and comple-
tion of said municipal improvements, and each of them, are
necessary and convenient to carry out the objects, purposes
and powers of said City.
3. That the cost of the acquisition, construction
and completion of said municipal improvements, and each of
them, are necessary and convenient to carry out the objects,
purposes and powers . of said; City, and that each of said
municipal improV'ements will require an expenditure greater
than the amount allowed therefor by the annual tax levy and
that said City should incur a bonded indebtedness therefor.

by the following vote: .
AYES: Councilmen Brunner, Cdvanagh,lJr., Daly, Harberson,
Mattei,,and Perry, Jr.
NOES: ' None'.

a resolution duly adopted at an adjourned regular meeting
of the City Council of said City duly and regularly and
legally held at the regular meeting place thereof on Decem-
ber 11, 1973, of which meeting all the members of said City
Council had due notice and at which not less than two - thirds
of the members thereof were present and acted
. At said meeting said resolution was introduced

and said resolution is a full, true and correct copy of the
original resolution adopted at said meeting and entered in
