DEFINITION CITY CLERK
•
Under administrative direction, to be responsible for the administra-
tion of the City's public works program; to serve as City Engineer,
to be responsible for the planning of water supply, waste disposal
and transportation; and to do related work as required.
EXAMPLES OF DUTIES
Confers with the City Manager on public works and planning policies,
programs and coordination of departmental activities with those of
other departments and public agencies; directs all engineering and
operations activities of the department; reviews and approves all
engineering plans, specifications and contract documents; presents .
annual budget estimates and programs of service; coordinates and directs
work programs involving streets, sidewalks, water and sewer systems,
drainage systems, treatment plants, building maintenance, engineering
and parking facilities; prepares studies, reports and recommendations ;
relative to all public works activities; serves as technical advisor
to other departments; directs traffic engineering activities; advises
on the acceptance of bids received on equipment and public works pro-
jects; directs the'City Building Inspection Division; controls budget
expenditures within the department; attends City Council, Water Commis=
sion and meetings of other groups; maintains official maps, records \
and files related to public works; interviews and recommends the hiring
of subordinate personnel; trains subordinate personnel.

EMPLOYMENT STANDARDS .
Education and Experience: Any combination equivalent to graduation .
from college in civil engineering and five years of responsible super-
visory experience in works, administration and city engineering.;
Must have civil engineering experience in the areas of water supply
and distribution, waste treatment and disposal, and traffic and trans-
portation. !
Knowledges and Abilities: Knowledge of the principles and practices
of civil engineering; knowledge of municipal public works administra-
tion, planning and design; ability to prepare and review the prepara -- .
tion of plans and specifications for streets, storm drains and other
public works projects; ability to plan and supervise the work of
professional and field employees engaged in departmental activities;
ability to prepare clear and comprehensive reports; ability to estab-
lish and maintain effective relationships with ether officials,
employees and the public_. .

Licenses or Other Requirements: Possession of a valid certificate of
Registration as a Civil Engineer issued by the California State Board \.
of Re sigration for Civil Engineers.

DEFINITION I
Under administrative direction, to plan and supervise the planning,
' and coordinate the development activities of the City; to administer
the zoning regulations of the City; to administer the environmental
review procedures of the City; and to do related work as required.
EXAMPLES OF DUTIES
Plans, organizes and personally performs or supervises the more tech-
nical aspects of the work of planning; directs the maintenance and
revision of a comprehensive plan, including land use, circulation,
community design, and other related general plan elements; serves
as technical consultant to the Planning Commission and prepares and
presents reports and recommendations to that body; serves as advisor
to other assigned commissions and committees; administers zoning
regulations to include recommendations on zoning, use permit and
variance applications; confers with the City Manager on planning and
community development matters; attends City Council, Planning Commis-
sion and meetings of other groups; reviews and investigates viola-
tions of the zoning and subdivision regulations; coordinates the
activities and programs of various other departments and agencies
in respect to environmental review and City development plans; pre-
pares departmental annual budget, annual report and program of
service; prepares and presents oral and written reports; interviews
and recommends the hiring of subordinate personnel; supervises the
training of subordinate personnel; trains subordinate personnel.
EMPLOYMENT STANDARDS
Education and Experience: Any combination equivalent to graduation
from recognized college or university with a master's degree in city
or regional planning or related 'field and five years of increasingly
responsible professional planning experience, including two years
in a supervisory capacity.
' Knowledg.es and Abilities: Knowledge of the principles, objectives
and procedures of urban planning and development control; knowledge
of the techniques used in the development and maintenance of compre-
hensive plans; knowledge of the State laws relating to subdivision,
annexation, zoning and environmental review; ability to collect
and analyze data; ability to prepare clear and concise reports;
ability to supervise employees; ability to establish and maintain
effective relationships with City officials, employees and the
public; ability to speak effectively before groups.
