ADMINISTRATIVE ASSISTANT
(To the Police Chief)
DEFINITION
/ Under general supervision of the Police Chief to perform a wide
'variety of administrative pr management duties and responsibilities;
and does related work as required. •
EXAMPLE OF DUTIES .
Assists in planning, organization, staffing, directing and coordinat-
ing the department's administrative and management activities. Makes
analytical studies with recommendations on organizational, budgetary
and administrative methods and problems, beat analysis, crime trends,
work loads, crime clearance rates, traffic indexes and other factual__-„,
data reports. Studies and recommends -on organizational and procedural
operations, departmental forms, equipment and supplies and space
utilization. Assists in preparation of department's annual budget
by reviewing and analyzing budget requests from the department for
conformity with the overall departmental program. Oversees admini-
stration of department purchasing, budgeting control and fiscal
matters. Coordinates preparation of department's program of service,
annual report and agenda items and reports for City Council. Assists
in preparing grant proposals and grant administration. May attend
City Council or meetings of other groups as a representative and
spokesman for the Police Chief.
EMPLOYMENT STANDARDS
Education & Experience: Any combination equivalent to graduation from
college or university with a degree in police science or public or
business administration or closely related field. Two years of ex-
perience in work involving a variety of fiscal and management activities
and operations.
Knowledge of: The principles and practices of police and public ad-
ministration; statistical and research methods and procedures;
governmental budgeting and public finance; some knowledge of the
organization, functions and activities of law enforcement.
Ability to: Analyze administrative problems and methods, budgetary
requests' a variety of systems or operational procedures; prepare,
• present and - interpret factual data and conclusions in written,
graphic and oral form and make recommendations; establish and main-
tain effective working relationship's with others.

YOUTH SERVICES OFFICER
Definition
Under direction, to act as the primary law enforcement officer in cases involving
persons under 18 years of age; to assist in other criminal investigations; and to
do related work as required.
Example of Duties
Investigates complaints concerning juveniles; patrols and investigates areas or
places likely to be contributing factors to juvenile delinquency for violations
of liquor control, labor and other laws relating to juveniles; visits areas where
juveniles congregate to observe adults who might contribute to their delinquency;
apprehends juvenile offenders or adults contributing to the delinquency of juven-
iles; transfers juveniles to juvenile hall after arrest investigates reports of
abandoned, neglected or missing children, and other offenses that may involve per-
sons under 18 years of age. Discusses problems of children who have been arrested
with parents; investigates cases of juveniles observed at late hours or in unde-
sirable company or places; investigates and arrests adults neglecting or abusing
children; interviews suspects, victims, relatives and witnesses and interviews
other personnel in offices, homes and schools; consults and offers advice regard-
ing social problems related to actual or potential juvenile delinquency; cooperates
with civic or governmental groups engaged in programs to reduce delinquency; acts
as school liaison officer and develops school liaison programs, speakers bureau,
rap sessions, police youth discussions and law enforcement classes; acts as a
referral officer for juvenile problems of the community, may organize a program
to involve young people in community programs, lie., P.A.L. Drill and Rifle Teams,
Boys' Club, Scouting, Athletic Leagues, etc.; works closely with the Probation
Department, Child Protective Services, other related social and criminal justice
agencies; refers drug offenders or potential drug offenders to the proper agency
for counseling, guidance and, when necessary, treatment of drug abuse problems;
assists in preparing complaints for adult crimes against children; testifies
in court; maintains case records and prepares reports; assists with general in-
vestigative work when not assigned to juvenile work; prepares and presents speeches
to schools and other agencies on safety, juvenile problems and procedures.
Employment Standards:
Education and Experience: Any combination equivalent to graduation from high
school supplemented by courses in police methods, and two years of experience as
a police officer in a full time paid police department. Also required are
psychology, sociology and other related courses pertaining to working with young
people.
Knowledge and Abilities: Knowledge of state and local laws relating to juvenile
delinquency and the apprehension and custody of juvenile offenders; knowledge of
the rules of evidence; knowledge of casework and investigational techniques; ability
to obtain accurate information by means of interrogation and investigation; ability
to understand social and psychological factors contributing to juvenile delinquency;
ability to size up situations and people accurately; ability to become acquainted
with and utilize proper community welfare resources; ability to establish and main-
tain effective working relationships with other officers and the public.

City Council of the City-of Petaluma and that a NOTICE was
posted in the City Hall Lobby on the bulletin board on
Thurday, February 28, 1974, to amend the Classification Plan
by deleting and adding certain classifications within the
Police Department upon consideration by the City Council and
action at its meeting on March 4, 1974. Said Notice was posted
by David Breninger, Personnel Officer.
