HomeMy WebLinkAboutResolution 91-207 07/15/1991.~ Resolution No. 91-207 N.C.s. ° of the City of Petaluma, California RESOLUTION GRANTING 1992 SECONDARY ALLOCATIONS TO THE ZELL AND COLABIANCHI PROPERTIES WHEREAS, the Petaluma Residential Growth Management System (Municipal Code Section 17.26) allows the issuance of Secondary Allocations for special projects; and WHEREAS, for the 1992 secondary allocation pool, the City Council defined "special projects" as those providing moderately priced dwelling units as defined by the General Plan; and WHEREAS, there were 124 secondary allocations available for the 1992 pool; and WHEREAS, the City received four applications for secondary allocations; and WHEREAS, the City Council considered these applications during several separate public meetings, during which deliberations all interested persons, including applicants and staff had an opportunity to speak and be heard on this matter; and WHEREAS, on July 1, 1991, the City Council decided by majority vote on a distribution of 1992 secondary allocations; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby makes the following findings: 1. All four projects show promise of being affordable to households of moderate income based either on the nature of the unit (e.g., higher density, size, tenure) or through resale/rent control methods. 2. Methods of assuring continued affordability and the level of affordability will be decided by the City Council concurrent with discretionary permit review. 3. The granting of allocations to a project is not a commitment in any way that the Council will eventually approve the project,. in part or in toto. xis. Granting of the 1992 secondary allocations is not detrimental to the public health, safety, or welfare because the City Council considered this pool in context of City- wide growth rates, adequacy of public facilities, timing of development, and acknowledgement of future environmental review. NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council grants from the 1992 secondary allocation pool: Project Hillview Oaks Colabianchi Zell Property Applicant BHDC Colabianchi BHDC Southpoint Apts.
