WHEREAS, it is the policy of the City of Petaluma to limit the prema- ture urbanization of a riCUltu g - r,al and open space lands in accordance with 'City Council Resolution No. 6378 N.C.S. opposing urban development in unin- corporated areas, and WHEREAS a compact growth of municipal urban development is desirable, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma adopts as its policy for extension of water service the following: 1. • Outside water connections, shall onlybe considered for two or less dwelling units' on a single parcel or for minor subdivisions of land of four or less.parcels. Water shall not be extended to major sub- divisions of land of five or more parcels,. 2. All proposed development, and division of hand must: meet the stand- ards of the City's subdivision and other applicable ordinances. 3. ABSENT: Mayor P . 1 Ui,ce Mayor . � Attest. i , • City ' lerk'; LL .6 7 iik fd ., EER:sd 5/21/74 RESOLUTION NO. 12 -74 RESOLUTION RECOMMENDING TO THE CITY COUNCIL A POLICY FOR THE EXTENSION OF WATER SERVICE TO AREAS OUTSIDE THE CORPORATE LIMITS OF THE CITY OF PETALUMA INTRODUCED BY COMMISSIONER ' e,,,/ v �" 1 and SECONDED BY COMMISSIONER n � '! a �J regular meeting of the Petaluma City Planning Commission held on the 21st day of May, 1974, at the hour of 7:30 o'clock p.m., in the Council Chambers, City Hall, Petaluma, California. WHEREAS, it is the policy of the City of Petaluma to limit the premature urbanization of agricultural and open space lands in accordance with City Co.incil Resolution No. 6378 N.C.S. opposing urban development in unincorporated areas, and WHEREAS, a compact growth of municipal urban development is desirable, NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends to the City Council that it adopt as policy the following: 1) Outside water connections shall only be considered for two or less dwelling units on a single parcel or for minor subdivisions of land of four or less parcels, Water shall not be extended to major subdivisions of land of five or more parcels. 2) All proposed development and division of land must meet the standards of the City's subdivision and other applicable ordinances. 3) On lands which are proposed for division, water service may be granted to one parcel depth of the existing parcel or 500 feet from the present existing water mains (see Exhibit "A "), which- ever is the lesser. On parcels of land which proposed no division, service shall be extended to a distance of no greater than 500 feet from the present existing City water main (see Exhibit "A "). 4) All applications for outside water service shall be reviewed and approved, conditionally approved, or disapproved by the: a) Director of Public Works on the basis of Title 15, Chapters 15.04, 15.08, 15/12 and 15.16 of the Petaluma Municipal Code, and b) Director of Community Development on the basis of established planning regulation and policy. 5) Applicants dissatisfied with the decisions of the Director of Public Works or the Director of Community Development may appeal to the City Council who may affirm, reverse or modify the decision. g iit / " A `\ ° , m.
