RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN BY REVISING THE CLASSIFICATIONS OF ENGINEERING MANAGER, FIRE
BATTALION CHIEF, FIRE MARSHAL,IVIAIL SERVICES ASSISTANT, PUBLIC
SAFETY COMMUNICATIONS MANAGER, PUBLIC SAFETY DISPATCHER AND
SENIOR ACCOUNTANT
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer have determined that the Engineering
Manager, Fire Battalion Chief, Fire Marshal, Mail Services Assistant, Public Safety
Communications Manager, Public Safety Dispatcher and Senior Accountant classifications be
revised (as attached hereto and marked Attachments A - G); and,
WHEREAS, the revised classifications as listed above, are hereby recommended,
effective with the adoption of this Resolution.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
including the amendment in the Competitive Service of the Personnel System.
BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V -
Compensation) and, that the notice of this action has been properly posted.

Engineering 1l~Ianager
Summary
Direct, coordinate, and exercise functional authority for planning, organization, control,
integration, and completion of public infrastructure development, construction and maintenance
functions by performing the following duties personally or through subordinate staff. The
.Engineering Manager has day-to-day responsibility for the management and operations of
multiple sections of the Public Works Department. The Engineering Manager uses considerable
independent judgment and discretion in staff supervision and delegated administration and
management, including the prioritization and coordination of department goals and objectives.
Class Characteristics
General Direction is provided by the Public Works Director; responsibilities include the direct
and indirect supervision of lower level professional, technical, and clerical personnel.

Duties:
Assist in formulating long-range goals of the department and in developing plans for
accomplishing these goals. Assist in preparation and administration of the department's Capital
and Maintenance Programs and operating budgets; review and evaluate programs and anticipate
future needs.
Coordinate infrastructure and facilities engineering activities as follows: prepare or direct the
preparation of plans, specifications and estimates pertaining to construction; investigate and
make recommendations on infrastnicture problems; provide technical support on engineering
solutions; receive, investigate and respond to citizen concerns regarding the .infrastructure and
prepare necessary correspondence; review elements of environmental impact reports for
compliance with City policies, rules and regulations; conduct studies and prepare reports on
relevant issues; apply for and administer grant fiends for studies and construction projects.
Perform detailed analysis of designs, specifications and plans; apply engineering principles and.
techniques to the solution of complex civil engineering problems, including maintenance of land
and municipal infrastructure and operation of facilities and equipment; review and sign
engineering drawings, contracts, work orders, change orders, and purchase orders.
Assemble, organize, and present written and/or oral reports containing alternative solutions and
recommendations regarding specific resources, plans, and policies; research and recommend
general traffic administration policies and procedures.
Review policies and operating procedures for conformance to established standards; ensure the
City's compliance with various ordinances, codes, and applicable laws; review operating
conditions in the field; coordinate the preparation of capital and maintenance programs and
budgets for the department.
Coordinate .activities. concerned with technical developments, schedule and resolve engineering
design, and test problems; prepare budget estimates based upon anticipated needs of the

department and control expenditures within limitations of project budget. Prepare interim and
completion project reports.
Manage professional and technical contracts regarding the operation and maintenance of the
City's facilities and infrastructure; direct the preparation of complex engineering and

specification.
Evaluate and determine organizational needs and functional changes in order to improve
efficiency and effectiveness of the department; organize project staff according to project
requirements. Provide effective leadership in the development of new or improved procedures;
provide direction and supervision to professional and technical staff in areas of financial and
program management.
Coordinate department activities with other City departments.
Provide advice and technical assistance to City management and staff, commissions, committees,
and the public; represent the department on various committees; discuss and explain department
plans, programs and projects at public .and community meetings, legislative and administrative
hearings, and related functions.
Attend conferences, meetings, and seminars to keep informed of new developments; confer with
a variety of public and private officials on related issues and may serve as the City's
representative to other governmental agencies.
The Engineering Manager may act for the Director as assigned.

Methods and techniques of field data collection, tabulation, and analysis.
Federal, state, and local regulatory requirements, including applicable codes, ordinances,
regulations, and guidelines; principles of grant funding application and administration.
Principles and practices of employee supervision, including selection., training, work
organization, evaluation, and discipline.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required

Education:
A Bachelor's degree with major work in civil engineering, or a closely related field.
ExRerience:
Five years of related- experience, or training, education and experience that would be equivalent
to five years of experience. A minimum of two years in a managerial or supervisory capacity is
required.

Possession of a valid California Class C driver's license.

Summary

Education:
An Associate's degree from an accredited college, with major work in fire science, fire
administration, public or business administration or related field. A Bachelor's degree is highly
desirable.
Experience:
Three years of municipal fire experience at the Fire Captain level.
Certificate/Licenses:
At the time of application must possess either a Fire Officer or a Chief Officer certification from
the California State Fire Marshals Office and be certified to serve as an Acting Battalion Chief
by the Petaluma Fire Department. A Battalion Chief is expected to obtain a Chief Officer
certification.
Possession of a valid California Class C driver's license.
Must pass and maintain physical requirements as specified by the City and be able to wear self-
contained breathing apparatus.

Summary
Plan, organize, coordinate, and direct the work of the Fire Prevention Division of the Fire
Department; supervise professional and other support staff in the investigation of fires, fire
prevention, code compliance, inspections, hazardous materials, the Certified Unified Program
Agency (CUPA) program management, and the review of proposed construction for compliance
with codes and regulations; perform incident command system functions, as qualified and as
needed.
Class Characteristics
General direction is provided by the Fire Chief; responsibilities include the direct and indirect
supervision of management, professional, technical, and support services staff.
This classification is commensurate in authority to the Battalion Chief and in addition is
considered a Peace Officer under Penal Code section 830.37 (b) when acting in the capacity to
enforce laws relating to fire prevention and fire investigation.

Coordinate the work of the division with other divisions and City departments, outside agencies
or pertinent groups; ensure compliance of division activities with pertinent codes, regulations
and guidelines; monitor developments related to division activities, evaluate the impact and
implement policy and procedure improvements; provide technical assistance to staff.
Prepare and maintain written records and correspondence.
Direct the Fire Department's hazardous materials program.
Plan and conduct public information programs regarding fire prevention; make presentations to
various groups.
Coordinate juvenile fire setter program.
Direct the City's weed abatement programs.

surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; wear aself-
contained breathing apparatus; hear alarnis and other auditory warning devices; observe or
monitor objects, such as fire protection equipment and systems, and buildings and underground
storage tanks, or data, such as underground tank test results, to comply with safety standards;
work in small, cramped areas; use common hand tools; bend or stoop repeatedly or continually
over time; use stomach and lower back muscles to support the body; perform physical
inventories; discriminate among colors or match colors of wiring systems and color coded valves
and piping; move objects, such as portable generators, tools, equipment and evidence, weighing
up to 50 pounds over long distances; stand or walk for extended periods of time with the inability

incumbents work in an indoor office setting and are required to enter data into a terminal, PC or

Completion of Prevention 1 A, 1 B and 1 C courses that meet the educational requirement for

Investigation lA and 1B courses for certification as a Fire Investigator I.
Completion of Prevention 2A, 2B and 2C courses that meet the educational requirement for
certification by the California State Fire Marshal's Office as a Fire Protection Specialist;
completion of Prevention 3A and 3B courses for certification as a Plans Examiner, and
completion of the Public Education 1 course for certification as a Public Education Officer I is
highly desirable. The Fire Marshal is expected to complete all of the courses listed.

Experience:
Sufficient fire prevention experience to demonstrate possession of the knowledge and. abilities
listed above.
Certificate/License:
At the time of application must possess either a Fire Officer or a Chief Officer certification from
the California State Fire Marshal's Office. A Fire Marshal is expected to obtain a Chief Officer
certification.
Possession of a California State Arrest PC832 Certificate.
Possession of a valid California Class C driver's license.
Must be willing to work off-shift hours on a call out basis.

reproduction and duplication of various printed or typewritten materials.

General supervision is provided by the Commercial Services Manager; responsibilities may
