RESOLiJ'I'ION ESTABLISHING
CHAR(sES FOR THE OPERATION
AND MAINTENANCE OF THE
WASTEWATER DISPOSAL SYSTEM
WHEREAS, the City of Petaluma operates a wastewater disposal
system, and
WHEREAS, the City is required by the California Regional Water
Quality Control Board to charge fees to operate and maintain the system and that
are equitably distributed to the users, and
WHEREAS, the City has established a revenue program which
equitably distributes the costs of the system to the users, and
WHEREAS, the City Council adopted Resolution 87-114 which
established various charges and fees in accordance with the revenue program and
certain charges need to be amended;
NOW, THEREFORE ~E IT RESOLVED that in accordance with
Chapters 15.44 through 15.76 of the Petaluma Municipal Code, the following
charges and fees set in Resolution 87-114 are amended;
Section 1, Section 6 A, B, C and D and Section 7 of Resolution 87-114 are hereby
repealed. _
Section 2 -Sewer Charges
A) Residential Rate of $10.00 per month for each residential unit
B) Minor Non-Residential Rate of:
i) $10.00 per month for each account and
ii) $1.0518 for each 100 cubic feet (CCF), of water use or discharge
as determined by the City Engineer, multiplied by the following
strength factors by user classification for Minor Users, as defined
in Section 15.64.020.

C) Significant Industrial User (Major User), as defined by Section
15.44.021 (66) of the Petaluma Municipal Code, shall pay a rate of:
i) $10.00 per month for each account and
ii) $1.0518 for each 100 cubic feet (CCF) of water use or discharge
as determined by the City Engineer.
D) Significant Industrial User Surcharge for exceeding 250 mg/1 of
BOD or TSS shall be applied as provided in Chapter 15.64 of the
Petaluma Municipal Code and shall be calculated based on the
following surcharge rate and formula:
Surcharge Rate
Biochemical Oxygen Demand (BOD) $ .3403/lb
Total Suspended Solids (TSS) $ .3402/lb
Surcharge Amount = Surcharge x Increase Loading
Rate for BOD in Excess of
or TSS 250 mg/1
E) The Surcharge amount determined above shall be multiplied by
the following factors for any Significant Industrial Users that exceed
250 mg/1 of BOD or TSS:

F) Septic waste discharge fee shall be $.07 per gallon of discharge.

2 Section 3 -Outside Sewer Charges

4 A) Residential users outside of the City limits shall be charged $.80
5 per month for each residential unit addition to the charge in Section
6 2A.

8 B) Minor Non-Residential users outside of the City limits shall be
9 charged $.80 per month for each account in addition to the charge in
10 Sectlon 2B.

12 C) Significant industrial users shall be charged the $.80 per month in
13 addition to the charge in Section 2C.

15 Section 4 -Definitions

17 Definitions of language used in this resolution shall be as-set out in
18 Chapters 15.44 through 15.76 of the Petaluma Municipal Code.

20 Section 5 -Effective Date

22 This resolution becomes effective for all utility bills issued after May
23 1, 1991.
