HomeMy WebLinkAboutResolution 91-040 02/11/1991~~S®lutl®Cl N®. 91-40 N.~.S. 1 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 of the City of Petaluma, California RESOLUTION SUPPORTING SENATE BILL 169 TO REPEAL TIIE AUTHORITY GRANTED IN SB 2557 FOR COUNTIES TO CHARGE LOCAL GOVERNMENTS A "BOOKING FEE" AND ADNHNISTRATIVE EXPENSES FOR THE COLLECTION OF PROPERTY TAXES WHEREAS, the State balanced the FY 1990-91 Budget partially by reducing its funding of counties; and WHEREAS, in 1990, .legislation was passed as SB 2557 granting authority to counties for additional revenue raising authority which include a fee for booking prisoners to county jails and mandated that administrative expenses for the collection of property taxes be charged to local government; and WHEREAS, the counties throughout the State have adopted fees for services to local governments that have not been charged in the past; and WHEREAS, these additional fees to .local government have shifted the State's Budget Deficits to local government and have caused a significant burden to local governments; and WHEREAS, SB 169 was introduced to repeal all provisions of SB 2557 except county authority to enact Business License and Utility User Taxes in unincorporated areas; and WHEREAS, SB 169 provides for an increase in Vehicle License Fee revenue by extending the current rates from two years to three years and this revenue is to be dedicated to replace reduced county revenue from the eliminating fees to local governments; and WHEREAS, the Vehicle License Fee revenue is a stable and growing revenue source that will generate sufficient revenues to replace the reduced revenue from local governments; NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council supports the passage of Senate Bill 169. Under the power and authority conferred upon this Council by the Charter of said City.
