RESOLUTION APPROVING ISSUANCE OF A MITIGATED NEGATIVE
DECLARATION PURSUANT TO CEQA FOR THE CREATION OF THE
REDWOOD BUSINESS PARK (PHASE ONE) PCD, LOCATED IN THE VICINITY
OF OLD REDWOOD HIGHWAY AND REDWOOD WAY, AP NO'S 137-011-01, 02,
13, 14 AND 50-53; 137-160-01 AND 02-20
WHEREAS, the Planning Commission has recommended issuance of a Mitigated Negative
Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal
to rezone 28 parcels (approximately 23 acres) from M-L (Light Industrial) and C-H
(Highway Commercial) to PCD (Planned Community District); and,

14 WHEREAS, an initial study which noted potential adverse impacts on traffic has been
15 prepared for the project and has been reviewed by the Community Development
16 Department; and

18 WHEREAS, the result of this study have indicated that conditional approval of this project
19 will not trigger any significant adverse environmental impacts that cannot be mitigated
20 through conditions of approval; and,
21
22 WHEREAS, staff and the Planning Commission have recommended that a Mitigated
23 Negative Declaration be issued on the above project;

25 NOW, THEREFORE, BE IT RESOLVED that the issuance of said Mitigated Negative
26 Declaration pursuant to the California Environmental Quality Act is hereby approved,
27 based upon the following findings:

29 1. The project, as conditionally approved, does not have the potential to degrade the
30 quality of the environment, substantially reduce the habitat of a fish or wildlife
31 species, cause a fish or wildlife population to drop below self-sustaining levels,
32 threaten to eliminate a plant or animal community, reduce the number or restrict
33 the range of a rare or endangered plant or animal or eliminate important examples
34 of the major periods of California history or prehistory.

36 2. The project, as conditionally approved, does not have the potential to achieve short-
37 term, to the disadvantage of long-term, environmental goals.

3. The project, as conditionally approved, does not have impacts which are individually
limited, but cumulatively considerable.
4. The project, as conditionally approved, does not have environmental effects which
will cause substantial adverse effects on human beings, either directly or indirectly.
5. The project, as conditionally approved, is consistent with and further promotes the
objectives, goals, and policies of the General Plan.
