URGING A PEACEFUL RESOLUTION TO
THE PERSIAN GULF CRISIS

WHEREAS, Saddam Hussein has violated international law in brutally subjugating the
independent and sovereign nation of Kuwait; and,
WHEREAS, the Iraq/Kuwait conflict in the Persian gulf has brought about world-wide concern
and reaction; and,
WHEREAS, the sale of arms to the countries of the Middle East has created the most heavily
armed region in the world; and,
WHEREAS, the appropriate organizations for initiating negotiations are international in scope,
such as the United Nations and the Arab League; and,
WHEREAS, the continued expense of maintaining the U. S. military presence in the Persian Gulf
saps the economic vitality of communities like Petaluma throughout the country,
further exacerbating the serious financial situation faced by the nation's cities anal
towns; and,
WHEREAS, a lack of an effective national energy policy has made our nation dependent upon
distant and uncertain foreign energy sources; and,
WHEREAS, in Petaluma there are specific concerns about the welfare and safety of friends,
relatives and loved ones placed at risk; and,
WHEREAS, citizens have been outspoken in their concern about the course of events and have
made strong statements in favor of peaceful, non-military efforts to negotiate an end
to the crisis.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Petaluma urges the President
of the United States and our members of Congress to:
1. Endorse international efforts to bring about anon-military resolution to the
current crisis in the Persian Gulf;
2. Continue the UN-sponsored sanctions against Iraq until the crisis is resolved;
3. Abstain from any offensive military action in the Persian Gulf unless agreed
upon by a majority of Congress and the administration;
4. Take the initiative in achieving a multilateral halt to the transfer of arms to
Iraq and all other Middle East nations;
5. Develop a United States energy policy that will encourage the use of safe,
renewable, locally available energy sources and make use less reliant on
foreign energy supplies.
Under the power and authority conferred upon this Council by the Charter of said City.
