3 ESTABLISHING 1991 ItESII)ENTIAI. I)EVEI.®I'IVIENT ®BJECTIVES

5 WHEREAS, the City's Growth Management. System requires the City Council to set
6 Development Objectives each year for applicable new residential projects; and,

8 WHEREAS, the purpose of Development Objectives is to pro-actively inform the
9 development communlty of the city's expectations for new residential projects subject to the
10 growth management system; and,

12 WHEREAS, the Development Objectives are advisory and not binding on any project;
13 however, a project's compliance with said Development Objectives will be used by the City
14 Council as a means of determining the number of allocations, if any, a project may receive;
15 and,

17 WHEREAS, the Development Objectives are not intended to supersede the policies of the
18 Petaluma General Plan, but rather be compatible with them, and all residential projects
19 are expected from the outset to satisfy those General Plan policies applicable to the
20 project.

22 NOW THEREFORE BE IT RESOLVED that the Petaluma City Council hereby sets the
23 following Development Objectives for the 1991 calendar year:

25 1. * Developers are encouraged to provide some portion of their commitment to
26 affordable housing in the form of on-site units or dedication of land for construction
27 of affordable housing by others instead of in-lieu fees. The number of units
28 provided on-site should be consistent with Program 12 of he Housing Chapter of the
29 General Plan; however, projects providing less than the minimum percentage will
30 also be expected to pay a balance of in-lieu fees to fulfill their obligatlon.

32 2. Westside development.

34 3. Provide housing affordable to households earning 100 percent or less of the county
35 median income, including alternative housing such as self-help, rental, cooperatives,
36 etc.

38 4. Mixed use, high density and smaller sized housing development proximate to
39 commercial services and transit.

41 Development Objective No. 1 is the highest priority. All others are equal in
42 importance.
43 Under the power and authority conferred upon this Council by the Charter of said City.
