RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA REQUESTING THE
BOARD OF SUPERVISORS OF THE COUNTY OF SONOMA TO CONSOLIDATE A GENERAL
MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 2024,WITH THE STATEWIDE
GENERAL ELECTION
WHEREAS, the City Council of the City of Petaluma called a general municipal election to be held on
November 5, 2024, for the purpose of electing three city council members, representing Districts 4, 5, and 6, to
serve four-year terms; and
WHEREAS, it is desirable that the general municipal election be consolidated with the statewide primary
election to be held on the same date and that within the city precincts, polling places (vote centers) and election
officers of the two elections be the same,and that the county election department of the County of Sonoma canvass
the returns of the general municipal election and that the election be held in all respects as if there were only one
election; and
WHEREAS, pursuant to California Elections Code, beginning at Section 10400, and California Education
Code Section 5342, elections called by various governing bodies may be partially or completely consolidated;
and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that adopting resolutions calling for and
noticing an election does not meet CEQA's definition of a"project,"because the action does not have the potential
for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment,and because the action constitutes continued organizational or administrative activities
of governments that will not result in direct or indirect physical changes in the environment.
NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. The above recitals are declared to be true and correct and are incorporated into this resolution as findings of
the City Council.
2. Pursuant to the requirements of §10403 of the Elections Code, the Board of Supervisors of the County of
Sonoma is hereby requested to consent and agree to the consolidation of a general municipal election with the
statewide general election on Tuesday, November 5, 2024, for the purpose of the election of three Petaluma
city councilmembers, representing Districts 4, 5, and 6, to serve four-year terms.
3. The County election department is authorized to canvass the returns of the general municipal election. The
election shall be held in all respects as if there were only one election, and only one form of ballot shall be
used. The election will be held and conducted in accordance with the provisions of the laws regulating the
statewide general election.
4. The Board of Supervisors is requested to issue instructions to the Sonoma County Election Department to
take any and all steps necessary for the holding of the consolidated election.
5. The City of Petaluma recognizes that additional costs will be incurred by the County by reason of this

consolidation and agrees to reimburse the County for any costs, pursuant to that certain written Agreement
for Election Services between the City of Petaluma and Sonoma County.
6. The Sonoma County Election Department is requested to determine the cost of processing ballots for this
election and is further requested to report said cost to the City Clerk of the City of Petaluma at the earliest
possible time following the election.
7. The billing for all costs of the City and School Board elections shall be submitted to the City Clerk of the City
of Petaluma. All costs shall be divided pursuant to Education Code 5227.
8. The City Clerk is hereby directed to file a certified copy of this resolution with the Board of Supervisors and
the county election department of the County of Sonoma.
