HomeMy WebLinkAboutRESOLUTION 2024-062 N.C.S. 06/03/2024 DocuSign Envelope ID:615B504C-56D7-477F-905B-9178294BB6CE Resolution No. 2024-062 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING THE PURCHASE OF AN ALLSTEEL BEYOND WALLS FOR THE PUBLIC WORKS & UTILITIES DEPARTMENT NEWLY LEASED OFFICE AT 1318 REDWOOD WAY THROUGH STATE OF CALIFORNIA GOVERNMENT CONTRACT PRICING AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE WHEREAS, the City of Petaluma seeks to purchase Allsteel Beyond Walls for Demountable Partition Offices; and WHEREAS, Section 4.04.050 of the Petaluma Municipal Code allows formal bidding procedures to be dispensed with when the commodity can be obtained from only one vendor; and WHEREAS, the product is priced at State of California Government Contract Pricing, which ensures the lowest price for the product, allowing the City access to competitively awarded and leveraged cooperative purchasing contracts; and WHEREAS,the State of California Government Contract Pricing meeting specifications for the demountable partition office walls was submitted by Insidesource, Inc., an approved vendor for Allsteel Beyond Walls (Contract#1-22-71-52) for$81,073.48; and WHEREAS, the demountable partition office walls provided by Insidesource, Inc. are not permanent structures and can be used in other capacities in the future; and WHEREAS, funds in the amount of $400,000 were included and approved in the FY 23/24 budget for improvements to the Redwood Way Office (El 1502454). The budget allocated for the purchase and installation of this equipment purchase is sufficient; and WHEREAS, this project is categorically exempt pursuant to the California Environmental Quality Act ("CEQA") pursuant to Article 19, Section 15301(c), of Title 14 of the California Code of Regulations ("CEQA Guidelines"), because the project consists of the repair, maintenance, and minor alteration of existing public facilities involving negligible or no expansion of existing or former use. The improvements will modify two areas of the leased office space at 1318 Redwood Way without changing the use of those facilities. Accordingly, there is negligible or no expansion of use beyond what currently exists, and there are no cumulative impacts, unusual circumstances,or other factors that would make the exemption inapplicable pursuant to CEQA Guidelines Section 15300.2. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Find that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15301(c), the project consists of the repair, maintenance, and minor alteration of existing public facilities involving negligible or no expansion of existing or former use. Finds that purchasing the demountable partitions through State of California Government Contract Pricing is in compliance with the purchasing requirements of the City Charter and Chapter 4.04 of the Petaluma Municipal Code. 4. Approves the purchase of Beyond demountable partitions from Allsteel, Inc. through their approved vendor, Insidesource, Inc., for$81,073.48, including taxes and fees. 5. Authorizes the City Manager or her designee to execute any necessary agreements and documents to complete the purchase of the vehicles and related equipment. Under the power and authority conferred upon this Council by the Charter of said City.
