HomeMy WebLinkAboutRESOLUTION 2024-077 N.C.S. 07/01/2024 DocuSign Envelope ID:2E10BFCD-78CE-494C-86E1-95D9143A8729 Resolution No. 2024-077 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA APPROVING THE FUNDING APPROPRIATION FOR THE 24-25 CITY OF PETALUMA's HOUSING AND COMMUNITY SERVICE PROGRAMS FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS NECESSARY TO IMPLEMENT THE PROJECTS AND PROGRAMS, INCLUDED AS EXHIBIT A TO THE RESOLUTION WHEREAS, the City Council of the City of Petaluma has developed homelessness and community service goals to address the broad range of needs within the community; and WHEREAS, the City Council of the City of Petaluma adopted the 2022-2025 City of Petaluma Strategic Plan to End Homelessness on June 20, 2022 with Resolution No. 2022-110 N.C.S., and WHEREAS, the City Council of the City of Petaluma adopted the 2023-31 Housing Element on March 20, 2023 with Resolution No. 2023-038 N.C.S., and WHEREAS, the City budget was adopted by City Council on June 3, 2024, which included the appropriations for Housing and Community Services Programs; and WHEREAS, the city issued a Notice of Funding Available (NOFA) in April of 2024 and received request for funding for projects and programs from the organizations listed in Attachment# 1 to the Resolution, to implement Homeless and Community Service projects and programs which address City Council goals; and WHEREAS, funding the proposed projects and programs are exempt from the requirements of the California Environmental Quality Act(CEQA) in accordance with CEQA Guidelines Section 15378, in that funding homeless services, shelter operations, fair housing, rental assistance, housing related-mental health services and homeowner programs that serve low income members of the community does not meet serve low- income residents of the community does not meet CEQA's definition of a"project,"because the programs do not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals are true and correct and are incorporated herein as findings of this Resolution. 2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA)in accordance with CEQA Guidelines Section 15301 (Existing Facilities)which exempts Accepting and funding the projects and programs for low- and moderate-income residents of the community is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that funding homeless services, shelter operations, fair housing, rental assistance,housing related-mental health services and homeowner programs that serve low income members of the community does not meet CEQA's definition of a"project,"because the does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. The projects and programs funded were approved in the FY 24-25 city budget and are listed in Exhibit A to this Resolution. 4. The City Manager is authorized to execute agreements and related documents to implement the projects and programs listed in Exhibit A to the Resolution. Under the power and authority conferred upon this Council by the Charter of said City.
