2 A RESOLUTION APPROVING ISSUANCE OF A MITIGATED NEGATIVE
3 DECLARATION PURSUANT TO CEQA FOR THE APPROVAL OF A
4 CONDITIONAL USE PERMIT TO ALLOW ASELF-STORAGE FACILITY AT 945
5 PETALUMA BOULEVARD NORTH A.P. NO. 066-450-18

8 WHEREAS, the City Council has reversed the decision of the Planning Commission denial
9 of a conditional use permit for aself-storage facility (Petaluma Self-Storage) at 945
10 Petaluma Boulevard North; and,
11
12 WHEREAS, an initial study has been prepared for the proposed use; and,
13
14 WHEREAS, the results of this study have determined that approval of this use will not
15 trigger any significant adverse environmental impacts that cannot be mitigated through
16 conditions of approval;

18 NOW, THEREFORE, BE IT RESOLVED that the issuance of said Mitigated Negative
19 Declaration pursuant to the California Environmental Quality Act is hereby approved,
20 based upon the following findings:

22 1. The project, as conditionally approved, does not have the potential to degrade the
23 quality of the environment, substantially reduce the habitat of a fish or wildlife
24 species, cause a fish or wildlife populatlon to drop below self-sustaining levels,
25 threaten to eliminate a plant or animal community, reduce the habitat of a fish or
26 wildlife species, cause a fish or wildlife population to drop below self-sustaining
27 levels, threaten to eliminate a plant or animal community, reduce the number or
28 restrict the range of a rare or endangered plant or animal or eliminate important
29 examples of the major periods of California history or prehistory.

31 2. The project, as conditionally approved, does not have the potential to achieve short-
32 term, to the disadvantage of long-term, environmental goals.

34 3. The project, as conditionally approved, does not have impacts which are individually
35 limited, but cumulatively considerable.

37 4. The project, as conditionally approved, does not have environmental effects which
38 will cause substantial adverse effects on human beings, either directly or indirectly.

40 5. Potential adverse light, glare and traffic impacts are mitigated through conditions of
41 approval.
