3 A RESOLUTION APPROVING THE REVISED UNIT DEVELOPMENT PLAN
4 FOR COUNTRY CLUB ESTATES UNIT N0.2 LOCATED ON
5 COUNTRY CLUB DRIVE, EAST OF MCNEAR AVENUE,
6 PORTION OF A.P. N0.008-472-06

9 WHEREAS, by action taken on January 9, 1990, the Planning Commission recommended
10 conditional approval of the revised Unit Development Plan for the development of a six (6)
11 lot single-family residential subdivision.

13 BE IT FURTHER RESOLVED that the City Council hereby adopts the findings of the
14 Planning Commission as its findings as set out hereinafter:
15 Findings:
16 1. This project is consistent with the City of Petaluma Zoning Ordinance and the
17 requirements of the Planned Unit Development Zoning District.
18 2. This project, as conditioned, is consistent with the City of Petaluma General Plan.
19 3. The revised development plan represents an improved design from the subdivision
20 as originally designed.
21 4. This project is exempt from additional environmental review.

23 BE IT FURTHER RESOLVED that the City Council hereby approves the Country Club
24 Estates Unit 2, Phase 2 revised development plan subject to the conditions of approval set
25 out herein:
26 Conditions:
27 1. This project, including but not limited to the revised tentative map, development
28 plan, Country Club Estates Architectural and Site Design Guidelines, grading plan,
29 tree study and Preservation Guidelines and master landscape plan shall be subject
30 to SPARC approval prior to Council consideration of the Final Map.

1 2. This project shall comply with the conditions of approval for the PUD Development
2 Plan for Country Club Estates Unit No. 2, Resolution No. 89-74 approved by the
3 City Council on March 20, 1989, except where modified by the following conditions
4 of approval.
5 3. The PUD development plan for Unit 2 shall include these six lots, as revised, as an
6 integral part. The development plan shall be revised, as necessary, to reflect the
7 revised lot configuration.
8 4. The PUD development plan shall be amended. prior to SPARC review and final
9 map approval, subject to SPARC review and approval, to reflect the following:
10 a. Provision of reasoned building envelopes designed to locate construction on
11 portions of the lots which minimize the need for cutting and filling.
12 b. Provision of reasoned building envelopes which preserve on-site trees by
13 locating construction outside of the surveyed location of tree trunks and
14 measured locations of tree canopies.
15 5. Driveway locations shall be as shown on Sheet 3, Proposed Grading Plan, unless
16 alternate locations are approved by the Planning and Engineering Departments.
17 6. Anon-access strip shall be provided along Country Club Drive across the frontage
18 of lots 1, 5 and 6 as shown on amended tentative map sheet 2.
19 7. The water course running across lots 3, 4 and 5 shall be retained in its natural state.
20 Access to lot 4 shall span the water course, subject to staff review and approval. A
21 revised grading plan shall be provided for SPARC review and approval which
22 prohibits grading/filling of the water course.
23 8. A deed restriction shall be recorded concurrent with the filing of the Final Map,
24 against lots 3, 4 and 5 requiring the retention of the water course in a natural state
25 in perpetuity.

1 9. Prior to final map approval, improvement plans for the concrete "V" ditch along the
2 north property line shall be reviewed and approved by a horticulturist selected by
3 Planning staff and retained at the applicant's expense. The review shall focus on
4 ensuring the protection and preservation of existing trees on or adjacent to lots 2, 3,
5 and 4. The horticulturist shall also be retained at the applicant's expense for on-site
6 monitoring of all construction activity within or in close proximity to the drip line of
7 all trees on or adjacent to the site. Hand digging may be required at the discretion
8 of the horticulturist.
9 10. All existing trees, as indicated on amended tentative map sheet 4, shall be preserved
10 and protected.
