'are being granted by the County which require water and sewer services to be. furnished by the City and many of these lot splits are located ,in areas not open to annexation, and WHEREAS any further: granting of sewer. and water applications tends to extend urbanization contrary to expressed City. policy, and WHEREAS this Council determines `that a' moratorium should be estab- lished on outside 'sewer. and water connections particularly in lot split t+t, situations , until such time as a firm policy can be established, 1 NOW THEREFORE,. BE IT 'RESOLVED that this Council declares a T"r�04 moratorium on outside sewer and water connections to any lot splits., .'
