HomeMy WebLinkAboutRESOLUTION 2024-087 N.C.S. 07/15/2024 Docusign Envelope ID:55F7232E-69BE-4E6C-831C-F8E7C472412F Resolution No. 2024-087 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA APPROVING THE ARGUMENT IN FAVOR OF MEASURE Y WHEREAS, at its July 1, 2024 City Council meeting, the City Council, by a vote of 6-0, with Council Member Nau absent, adopted Resolution No. 2024 -081 N.C.S. entitled"Resolution of the Petaluma City Council Making Findings of Exemption under the California Environmental Quality Act, Ordering the Submission to the Qualified Electors of the City of an Ordinance to Modify Existing References to Specific Possible Expansion Areas,Modify Criteria Specific to Transit Oriented Development, Extend the Term of the Petaluma Urban Growth Boundary through December 31, 2050, and Make Confirming Amendments to the Petaluma General Plan 2025 at the General Election to be held on Tuesday,November 5, 2024, Requesting the Sonoma County Board of Supervisors to Consolidate said Election with the November 5, 2023 Statewide General Election and Providing for Submission of Ballot Arguments and Rebuttals and Related Matters;" and WHEREAS, the effect of the Council action on July 1, 2024 adopting Resolution No. 2024-081 N.C.S. was to place a measure on the November, 2024 General Election ballot to extend term of the City's Urban Growth Boundary or UGB through December, 2050, the term of the City's forthcoming updated General Plan; and WHEREAS, Section 6, "Ballot Arguments" of Resolution No. 2024-081 N.C.S. noted, in accordance with Section 9282 of the Elections Code, that the City Council may authorize,by motion, a member or members of the Council to prepare a draft argument for the measure and to return the draft for consideration and adoption by the City Council at a duly noticed meeting of the City Council and the City Council approved such a motion by the same vote as the vote adopting the resolution placing the measure on the ballot, and appointed Mayor McDonnell, and Council Members Barnacle and Healy to an ad-hoc subcommittee to draft the argument, and to draft a rebuttal argument if an argument is filed opposing the measure. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows: 1. Recitals Made Findings. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Argument in Favor of Measure Y Approved. The City Council of the City of Petaluma hereby approves the Argument in Favor of Measure Y which is attached to and made a part of this resolution as Exhibit A and which has been prepared by an ad-hoc subcommittee of the City Council in accordance with the Council's direction at its July 1, 2024 City Council meeting. 3. Effective Date. This resolution shall become effective immediately upon its passage by a majority of a quorum of the City Council. Under the power and authority conferred upon this Council by the Charter of said City. Page 3 Docusign Envelope ID:55F7232E-69BE-4E6C-831C-F8E7C472412F ARGUMENT IN FAVOR OF MEASURE Y In 1998, Petaluma voters adopted a 20-year Urban Growth Boundary (UGB) with 79% of votes in support. In 2010, Petaluma voters extended the life of the UGB through December 2025. With the UGB in place, our community has curtailed sprawl and maintained a beautiful greenbelt. A unanimous City Council asks you to vote "Yes" to extend the expiration date of the existing Petaluma UGB until 2050. Measure Y will retain the existing UGB boundary and align the term of the UGB with the term of our forthcoming General Plan, which will be the City's guiding land use policy and growth management document. Petaluma's UGB established public policy favoring clear community separators. The UGB minimizes the City's environmental footprint and long-term infrastructure costs for roads and utilities, while promoting growth that benefits residents and local businesses, and assures that taxpayer and ratepayer dollars are spent efficiently and effectively. A"Yes" vote is vote against sprawl, and an expression of support for meeting our housing goals with infill development that promotes alternative transportation models such as walking, biking, and public transit. Passing Measure Y will ensure that a future city council does not allow subdivisions to creep up Sonoma Mountain or to the County line. Conversely, a"No" vote is an expression of support for sprawl at any edge of our city. Sprawl is financially unsustainable and a direct threat to our agricultural lands and scenic hillsides. Please join us in voting "Yes" for Measure Y. Let's limit sprawl, protect the green fields and farms that border our city, and prioritize city centered growth. Vote Yes on Measure Y.
