HomeMy WebLinkAboutResolution 90-099 04/02/1990,i,. ~~S~lutl®n ~®. 90-99 N ~.5. of the City of Petaluma, California 1 2 RESOLUTION OF THE CITY COUNCIL OF PETALUMA ESTABLISHING 3 AND APPOINTING MEMBERS TO AN UNREINFORCED MASONRY (URM) 4 BUILDING ADVISORY COMMITTEE TO DESIGN AND RECOMMEND A 5 MITIGATION PROGRAM FOR IDENTIFIED UNREINFORCED 6 MASONRY BUILDINGS IN THE CITY OF PETALUMA 7 8 WHEREAS, the Petaluma City Council finds unreinforced masonry buildings to be a 9 potential danger to life, safety and health; and 10 11 WHEREAS, the Council finds it necessary to explore alternative programs to mitigate 12 possible dangers of URM buildings and consider adopting a mitigation program for 13 unreinforced masonry buildings to lessen the potential danger to life, health and safety; and 14 15 WHEREAS, it is the Council's desire to have a draft recommendation within 180 days of 16 the Committee's first meeting; 17 18 THEREFORE, BE IT RESOLVED that an Unreinforced Masonry Building Advisory 19 Committee be established and members appointed to the Committee to consider, prepare, 20 and propose an unreinforced masonry building mitigation program tailored to the needs of 21 the citizens of Petaluma and submitted to the Council for its review and consideration; and 22 23 BE IT FURTHER RESOLVED that the Unreinforced Masonry Building Advisory 24 Committee shall have the following general scope of work and member composition as 25 described below: 26 27 The general scope of work to be completed by the Unreinforced Masonry Building 28 Advisory Committee shall be: 29 1. Do aself-education and discussion program to explore and understand the different 30 aspects of a mitigation program for URM buildings. Topics of an education 31 program should include, but not be limited to, engineering, architecture, finance, 32 legal, historic aspects, cultural and social values of unreinforced masonry buildings. 33 2. The URM Building Advisory Committee will develop whatever organizational and 34 procedural mechanisms it needs to complete its task. 35 3. The URM Building Advisory Committee will consider, prepare and propose an 36 unreinforced masonry building mitigation program tailored to needs of the citizens 37 of Petaluma. 38 Rcs. The URM Building Advisory Committee will explore ways local government, redevelopment funds and other sources of funding may assist in funding a URM building mitigation program. 5. The URM Building Advisory Committee shall hold a public forum prior to forwarding their recommendation to Council to present and discuss their recommendation and gather input. 6. The City Attorney shall receive and evaluate a copy of the draft recommendation for review prior to its being forwarded to Council for consideration. The desired composition of the Unreinforced Masonry Building Advisory Committee should be as follows: 1. Six (6) URM building owners. 2. Two (2) engineers, at least one (1) of which is a structural engineer. 3. Two (2) architects. 4. One (1) finance professional. 5. Two (2) historic preservation representatives. 6. Two (2) real estate professionals. 7. Three (3) construction professionals. 8. One (1) at large. The precise makeup and total membership of the Committee shall be determined by the City Council, as described by Exhibit 'A', attached. City staff shall act as facilitators and provide technical support to the URM Building Committee. resoURM /council-1 Under the power and authority conferred upon this Council by the Charter of said City.
