RESOLUTION APPROVING ISSUANCE OF A MITIGATED NEGATIVE
DECLARATION PURSUANT TO CEQA FOR THE CREATION OF PARK PLACE 5
SUBDIVISION LOCATED ON RAINIER AVENUE BETWEEN MARIA AND
ACADIA DRIVES, AP NO. 136-111-51.
WHEREAS, the Planning Commission has recommended issuance of a Mitigated Negative
Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal
to create an SZ-lot residential subdivision on Rainier Avenue between Maria and Acadia
Drives; and
WHEREAS, an initial study which noted traffic, noise, and an increase in municipal service
calls has been prepared for the project by the Community Development Department; and
WHEREAS, the results of this study have indicated that conditional approval of this
project will not trigger any significant adverse environmental impacts; and,
WHEREAS, staff and the Planning Commission have recommended that a mitigated
negative declaration be issued on the above project;
NOW, THEREFORE, BE IT RESOLVED that the issuance of said Mitigated Negative
Declaration pursuant to the California Environmental Quality Act is hereby approved,
based upon the following findings:
1. The project, as conditionally approved, does not have the potential to degrade the
quality of the environment, substantially reduce the habitat of a fish or wildlife
species, cause a fish or wildlife population to drop below self-sustaining levels,
threaten to eliminate a plant or animal community, reduce the habitat of a fish or
wildlife species, cause a fish or wildlife population to drop below self-sustaining
levels, threaten to eliminate a plant or animal community, reduce the number or
restrict the range of a rare or endangered plant or animal or eliminate important
examples of the major periods of California history or prehistory.
2. The project, as conditionally approved, does not have the potential to achieve short-
term to the disadvantage of long-term, environmental goals.
3. The project, as conditionally approved, does not have impacts which are individually
limited, but cumulatively considerable.

4. The project, as conditionally approved, does not have environmental effects which
will cause substantial adverse effects on human beings, either directly or indirectly.
5. The project is consistent with and further promotes the objectives, goals, and
policies of the General Plan.
