WHEREAS, David D. Young filed an appeal from the decision
of the Planning Commission ;to' require an Environmental Impact Report for
an adult mobilehome park on McDowell Boulevard, arid
WHEREAS this Council held a hearing on the said appeal on
June 4 , 1973 , and after hearing the evidence, determined that an Environ-
mental Impact Report is: not requited 'upon the findings hereinafter set
forth,
NOW, THEREFORE, BE IT 'RESOLVED that this Council finds as
follows :
1 . The Youngstown 'Mobilehome Park Development will not have a signifi-
. cant effect upon the ;envitonment:
2 . The project will not have an impact upon' ,schools., as the residents
of the park will be adult only. No children will be permitted.
3. The existing streets are adequate for the anticipated traffic to be
generated.
4 . The normal and regular. requirements of the Sonoma Water Agency will
alleviate any flooding problems that- may exist.
5 . The property has adequate acces's.
6:. Noise problems are riot a significant factor..
7. The project will not raise social or economic problems .
BE IT FURTHER RESOLVED that the Di-rector of Community
Development is hereby directed to prepare and• file 'a Negative Declara-
tion and Notice of Determination as required by Resolution No. 6262 .N.C. S.
under the power and authority co eerrred:)upon this Council by the Charter of said.City:

RECEIVED REGARDING THE REZONING AND: USE PERMIT` APPLICATIONS FOR THE
LANDS OF D. D, YOUNG., LOCATED BETWEEN HIGHWAY 101 AND NORTH MCDOWELL
BLVD, TO TISE SOUTHEAST OF CORONA ROAD, IDENTIFIED AS .ASSESSOR PARCEL
NUMBERS 007401°040 AND 04130.S0020.
AFTER A REVIEW AND HEARING OF THIS ENVIRONMENTAL IMPACT
QUESTIONNAIRE BY THE CITY OF PETALUMA AND THE PLANNING COMMISSION, IT
WAS DETERMINED THAT THE PROJECT WOULD HAVE A SIGNIFICANT' EFFECT ON THE
ENVIRONMENT AND AN ENVIRONMENTAL IMPACT REPORT SHOULD BE PREPARED.
THIS DECISION OF THE PLANNING COMMISSION HAS BEEN APPEALED TO THE
PETALUMA CITY COUNCIL=
AFTER HEARING THIS' MATTER? THE CITY COUNCIL DETERMINED THAT
THE EFFECT OF THE PROJECT ON THE ENVIRONMENT IS NOT "SIGNIFICANT" AND
THEREFORE AN ENVIRONMENTAL' IMPACT REPORT IS NOT REQUIRED.
