MEMORANDUM OF UNDERSTANDIING •
BETWEEN
THE CLTY OF` PETALUMA•
AND
THE :PETALUMA POLICE OFFICERS?! .ASSOCIATION
JULY. 1, 19.73 THROUGH JUNE 30 ,..1975 •
Representatives of the • Ciiy of, Petaluma and the- Petaluma Police.
Officers ' Association acknowledge they have fulfilled their mutual
and respective obligations under the Meyers-Milias-Brown Act. As
a result, the par.ties `hav`,e come to an. agreement arid understanding•
which the representatives . of• the City of! Pe'taluma and the representa-
tives of the Petaluma Police Officers ' Association who. have the approval
bf their Association , . agree to recommend for acceptance and approval
to the City Council of the= City of Petaluma, as follows :
I .
The Memorandum of Understanding, shall be for a two-year term from
July 1, 1973 through June 30 , 1975 .
II.
Meeting and Conferring on the 1975-76 fiscal year Will commence in
March, 1975 .
III :
1. Effective July 1., 1973 , a 5% salary increase for all classifica-
tions, represented by your Association. . The: salary for these
classes is :as `follows;[
Police Officer $841 - $1023/mo
Police Officer (-Investigator) 881 - 1074/mo
Juvenile Officer 962 - 1169/mo
Police Sergeant' 962, - 1169/mo
Police Sgt: (Investigator) 973 - 1183/mo .
Parking-Enforcement- Of-fiber 628 763/mo
4Police•Mispatcher• Clerk 606 736/mo
Animal Control Officer 644 - 782/mo

2 ; 'Effective July 1., ;1974 , the following classes shall receive a
percentage increase ;equal to the percentage increase under the
Bureau of Labor, Statisties Cost of'' Liv,ing, Index,, all items , •
San Francisco Bay 'Area•, for the ;period .April 1,: .1973 through
March 31; 18744 rounded 'to the nearest 'whole percentage::

and a 5% increase for ,a'll other classes as follows :
Police Officer $883 - $1074/mo
Police_ Of-fiber Investigator 927 - 1128/mo

Police Sergeant (Investigator) 1023 - 1243/mo
IV.
A long range Professional Education Incentive Program to provide:
a. All Police Officers who meet one of the requirements listed
below and, .provide proper verification to the City ' s
Personnel Officer by 'July 1 , 1973 , shall receive the appro-
priate monthly - ncentive payment through. June 30 , 1974 .
AA Degree in police Science plus
1 yr in Petaluma Police Dept. $25 .00/mo
or Intermediate ;P.O.,S .T. Certificate $50 . 00/mo
or Advanced :P.O.S .T. Certificate $75 . 00/mo
b. All Police Sergeants Who On. July '14 1973, provide proper
verification to the City '-s, Personne'1. Officer of having been
awarded an Advanced.P.O.S .T. -Certificate shall receive an
incentive 'payment of $50 . 00 per month for the period through
June 30 , 1974.
o. All Police Officers and, Police Sergeants who during the
period of July 1 , 19'73 ,, through June 30, 1974, become quali-
fied 'or, an incentive payment and provide proper verification
to the City's Personnel -Officer of meetings the above indi-
cated requirements! shall. similarily receive such payment
for the period commencing with the •next pay period follow-
ing such verification through June 30 , 1974 .

d. Continuation of ,all the above incentive payments during
the year ear of this Memorandum (commencing July 1 , 1974)
is; conditioned upon each Police Officer and Police Sergeant
successfully completing three additional, college units '
during the period of July 1 , 1973 , through 'June 30 , 1974.
'These units mustcbe in addition to those used to qualify for.
a particular incentive, payment.
The following criteria shall apply to this retention re-
quirement:
(1) Courses shall be approved prior to registration.
(2) Courses must be related to the performance of a
Police Officer ' s or Police Sergeant°' s normal duties
and responibilities .
(3) Such determination shall be made 'by a committee con-
. sisting of the Police Chief, Personnel Officer and a
representative designated by the Association.
Effective July 1 , 1971 the City will cease reimbursement for
books , tuition and transportation.

The City will continue to pay for a minimum of, three hours straight
time salary for each officer called back for court appearances .
In those instances. where court appearances ±or- on duty personnel ex-
tend beyond regular duty hours, the officer shall be reimbursed at
that person ' s straight time hourly,rate for off duty time spent in
court.

Effective July 1 , 1973,, the City will pay the increased premium
charges for employees and• dependents resulting from the following
benefit change's :
a. Increase in hospital room and board,'by f$'5 . O0 so that a . ,
$70 . 00 per day room and board rate will be available.
b.. Increase the supplemental accident' benefit 'from $300 to
$400 .
c. Eliminate the $50 deductible on Major medical so there will
be .no'. deductible .
d. Increase 'the relative value study conversion factor ,for
medical and surgical benefits by sb cents:
During, the second year of, this memorandum, increases in the existing
• health insurance plan granted to other employee. organizations shall
be granted to m�embers governed, by this document:

VII .
Effect-ive. July .1 , 1973 , the, City will compensate each employee
governed by thismemorandum at the rate of time and one-half for
'approved overtime'. (Off duty training time conducted "in-house'
shall be compensated as overtime . ), An employee may receive overtime
in the form of compensable time off in accordance with approved
policy. Time and one-half shall not apply to. off duty court time..
Overtime of thirty minutes or less shall not be paid.
