AS., APPROVED BY THEtPLANNING COMMISSION
ON JUNE 19,, 1973
I. All 'publid improvements and easements shown on, the Tentative :Map
will be subject to': future review' when the `improvement plans are
submitted to. ,the City for approval.
2 . All streets and other public improvements within the. subdivision:
-shall be designed and constructed :in accordance with the require-
ments and standards' of the: City Engineer.
3. All street names as indicated on the subdivision map are strictly.
tentative names subject to checking and review by the Department of
Community Development.
4 . the development of the property shall be phased to conform with the
schedule as 'shown on the revised Tentative 'Map and accompanying plot
plan marked Exhibit "A!' on file With the Petaluma Department of
Community Development.
S . All storm drainage improvements shall be designed and constructed
in accordance with the Sonoma County Water Agency flood control
standards and regulations and approved by the- City Engineer.
61., All lots .as shown on the Tentative Map shall be designed and con-
structed in accordance with the requirements of Zoning Ordinance No.
1072 N.C.S . with no exceptions , unless elsewhere provided in these
conditions of approval.
7. At least thirty (30) days prior to the recordation of any final sub-.
division map, the applicant shall submit to the Planning Commission
the following documents- which shall demonstrate to the satisfaction
of the Commission that the total project Will be developed and main-
tained in, accordance with the intent and purposes of this proposed
development:
A. The documents to convey title.
b. The covenants, conditions , and restrictions to be recorded.
c. The management and -maintenance Agreement to be entered into
with the owners of the lots within the. preject to be owned in
common ownership. These documents shall be recorded at the same
time that the subdivision map is recorded.
8. A :management company with the unqualified right to assess the owners
of the individual lots for reasonable maintenance cost shall be
established and, centinuodsly maintained for those parcels of .land which
will be owned in common. The management company shall have the
right to lien the lots of the 'owners. through default in the payment
of their assessments. Such lien shall not be subordinate to. any
_ encumbrance other than the ;first deed of trust provided such deed
of trust is made in good' faith andfor' value.

,94. complete improvement plans shall be, provided for the individual `water
services and •sanitary" sewer services to each parcel , and where parcels:
are served by private drives , utility easements shall he dedicated to
the public for future. ;maintenance.
10 . The: developer shall design and construct 'the curbs , gutters and side-
walks in accordance with the requirements and ,s.tandards 'of the City
Engineer.
1l. The Final Map and development shall be geared to the incremental
phasing of the residential -units approved for construction by the City
Council' s residential development control allotment system. An allot-
ment of 149 units was approved by the council for this development' for
the 1972-73 construction year.
12.. The eucalyptus trees shall .be removed from the Washington Creek
drainage channel in accordance with the standards and requirements
of the. Sonoma County Water- Agency. The right to landscape and
maintain the upper slope. of -the •channel shall be subject to revocation

13. Parking spaces for maintenance vehicles shall be provided near the
.recreation area-and clubhouse..

14. Four acres of land Shall be -dedicated to the City for park and recrea-
tional purposes within this development' at the ;northeast edge of the
property as shown on Exhibit "A",, in order to satisfy the requirements
of Section 22. 7. 1301 of the Subdivision Ordinance and the greenbelt
policy established in the Environmental, Design Plan. This property
shall be dedicated to the City at the time of developing the first
unit in the project.
1.5 All conditions as referred to in the City"Engineer' s letter of June 15 ,
1973 shall be adhered to.
16 . The processing , annexation and all applicable zoning of that portion
' of land located outside the City limits shall be completed prior to
approval of any -Final map. for -this portion of the development.
17. Complete landscaping; .and screening along the northwest property line
shall he provided in accordance with requirements of the Department
of Community Development.
18. The curb return and box culvert bridge. extension on Ely Road' shall
berconstructed as a part' of Unit One construction in accordance with
the standards and requirements. of the City Engineer,.
19 . ;A temporary cul-de-sac turnaround ;shall be constructed' on the public
• —collector street due. to Unit. One. phasing.
20.. Access routes for emergency vehicles shall be designed and constructed
in accordance with the standards and• requirements of the City Engineer.

Section '22 . 4, 90;2 of the Subdivision Ordinance specifies
. that the City Engineer shall prepare, a written report
of recommendations on the tentative mcr, in relation to
the public improvement requirements of the Subdivision
Ordinance and the' provisions Of the Hap Act ,
The open Washington Creek drainage channel , as shown on
this revised tentative map , dated May 31 , 1973 , should .
be designed in accordance with the requirements of the
Sonoma County Water Agency , and upon completion of the.
project be dedicated to and accepted :for maintenance by
the Sonoma County Water Agency ,
The curb return and box culvert bridge extension on Ely
Road must be a part of Phase I construct• on , since the
box culvert bridge is a part of the Washington Creek water-
• way, •and must meet the hydraulic cle'-ign approval of the
Sonoma County' Water Agency , An. important feature of the
hydraulic design will be the transition structure from the
landscaped waterway to the culvert hf'idge , In order to .
' 4 avoid having to construct this tran aon structure twice
(an expensive item) it is necessary to include the box
. culvert 'bridge extension 'as a part of tile. Phase I con-

of the actual detailed improvement plans by the developer ' s
engineer , In particular , the width of existing East
Washington Street , that may salvaged by a simple asphalt
• concrete overlay , will have to be verified by the developer ' s
engineer in terms of a field investigation incorporating
bore holes to 'determine the structural thickness of existing
Washington Street,. Washington Str=eet must he designed to an
arterial street traffic index of S . it is doubtful if the
existing thin structural section on Ely Road may be salvaged .
Ely Road must be designed to an arterial street traffic index
of 7 . It is the responsibility of the developer ' s engineer
to design to the above noted traif,ic indexes - The above
requirements apply to half width arterial streets . It May
be possible to salvage a portion Of' the existing structural
section: on East,: Washington Street, but again the responsibility
for 'proving the. feasibility of this technique rests with the
developer ' s engineer and any supporting data he may produce
from his field investigation and aoil. "R" value report , The
looped collector street should be designed to a traffic index
of 5 . 5 . Based upon the usual .m ninium "R" value figure
developed by adobe soil , this would indicate a structural
section on the: collector street of 2" asphalt concrete , a 6"
aggregate base, and 9" aggregate subbase . The street improve-
ment work on Ely Road, north of the culvert bridge ,. could be
deferred until the third phase, of the development .
A temporary cul-de-sac turnaround ,due to unit one phasing
is required for the public collector street . In designing
the water _system, the developer s engineer should loop the
water main along the ent Ira length of the looped collector
street as a part of the first phase construction .
Curb anchors are required for• all curbs on public streets
lacking monolithic curb and sidewalk, Sidewalks integral
with the curb usually anchor thelcurb satisfactorily in the
adobe "soil, but inasmuch as the tentative map 'proposes that
• sidewalks meander away 'f.rom the street curb some other curb
anchor method will have to he used: Curb 'anchors similar to
monolithic sidewalks could be run underground' although this
method might be expense , Or the developer ' s engineer will
have to design a satisfactory structural. equivalent .. Mono-
lithic curb , gutter and sidewalk is the City ' s standard
treatment in adobe soil areas . Experience has proven on
Petalutna ' s adobe soil that a curb and gutter not attached

with the Subdivision Ordinance, in the following details ..
1 :, Section :22 4. 617 of the }Subdivision Ordinance 'requires
t that the approximate widths, locations , and uses of all
existing or proposed easements for drainage , sewage and
public ut ilities be shown on the tentative map . Except ,
FR , for the Washington Creek drainage channel , this require- ,
merit lies not been meet , .1 •
• 2 , Section, 22. 4, 624 of the Subdivision Ordinance requires
' that the proposed locations of all underground utilities
' be ahown' en the tentative map , This has not been shown.
