RESOLUTION SETTING THE 1991 ALLOCATION POOL
WHEREAS, the City Council has adopted a growth management system by Ordinance
1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the procedure
for setting the allocation pool on a yearly basis; and
WHEREAS, interested developers have filed Notice of Intent to Develop forms in
accordance with the provisions of Chapter 17.26 and these, in combination with other
allocation obligations created and anticipated by the action of the City Council, comprise
the total number of allocation requests for 1991; and
WHEREAS, the setting of allocations must be done in conformance with General Plan
policy that permits an annual average of 500 allocations, no more than 1,000 allocations in
any year and no more than 1,500 allocations over three consecutive years; and
WHEREAS, the City Council finds the setting of allocations is not a project pursuant to
Section 1578 of the California Environmental Quality Act and, therefore, no environmental
action is necessary at this time; and
WHEREAS, the City Council met on April 16, 1990, anal discussed the setting of the pool
for 1991 allotments and considered future demands for allotments for the next two
following years, 1992 and 1993.
NOW, THEREFORE, BE IT RESOLVED that the City Council sets the 1991 allocation
pool at 500 units.
BE IT FURTHER RESOLVED that the City Council makes the following findings in
support of its setting the 1991 allocations pool:

1. The number of available 1991 allotments is consistent with the provisions of the
Residential Growth Management System Ordinance (Chapter 17.26 of the
Petaluma Municipal Code) and the applicable policies of the 1987-2005 Petaluma
General Plan.

2. The City Council has considered 1991 Development Objectives as well as other
allotment commitments in determining the 1991 allocation pool.
3. The decision to set the 1991 allocation pool at 500 is not detrimental to the public
health, safety or welfare because the City Council has considered the 1991
allocation-pool in the context of overall City-wide growth rates, adequacy of public
facilities and the timing of development.
