4 APPROVING ISSUANCE OF MITIGATED NEGATIVE DECLARATION
5 FOR SONOMA MOUNTAIN PARKWAY/ELY BOULEVARD NORTH PRECISE
6 PLAN LINE
7 FOR FUTURE RIGHT-OF-WAY

10 WHEREAS, the Corona/Ely Specific Plan proposes establishment. of Sonoma Mountain
11 Parkway to accommodate projected traffic and to fulfill the Plan's objectives of preserving
12 Corona Road in a rural state; and
13
14 WHEREAS, an Environmental Impact Report on the Corona/Ely Specific Plan, including
15 general alignment of Sonoma Mountain Parkway and Ely Boulevard North, was certified
16 by the City Council; and
17
18 WHEREAS, a precise plan line for future right-of-way was subsequently prepared pursuant
19 to Municipal Code Chapter 13.20; and
20
21 WHEREAS, the plan line was reviewed during a public hearing by the .Planning
22 Commission on April 10, 1990, at which time they made a recommendation for approval to
23 the City Council; and
24
25 WHEREAS, the City Council held a public hearing on this precise plan line on May 7,
26 1990, prior to rendering a decision on this matter; and
27
28 WHEREAS, variations in the proposed right-of-way from the general description given in
29 the Specific Plan and Environmental Impact Report were reviewed in an initial study; and
30
31 WHEREAS, mitigation measures are recommended as shown in the findings to mitigate
32 any potential significant adverse effects initiated by variations in right-of-way from that
33 discussed in the EIR;

35 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
36 hereby authorizes issuance of a mitigated negative declaration on the Sonoma Mountain
37 Parkway/Ely Boulevard North precise plan line for future right-of-way based on the
38 following findings:

Findin s:
1. It is the intent of the City Council to mitigate the loss of trees caused by
construction of Sonoma Mountain Parkway by providing more plentiful and diverse
vegetation within the right-of-way. This intent shall be monitored by staff during the
design and approval of the master design plan for the Sonoma Mountain Parkway
corridor.
2. It is the intent of the City Council to review the historic and cultural significance of
the Corona Club building before approving right-of-way acquisition. If at that time
a significant loss of historic or cultural heritage is anticipated, appropriate and
feasible mitigations will be considered.
3. In view of the Council's stated intent and mitigations incorporated in the
Corona/Ely Specific Plan as discussed in the Corona/Ely Specific Plan EIR:
a. The project does not have the potential to degrade the quality of the
environment, substantially reduce the habitat of a fish or wildlife species,
cause a fish or wildlife population to drop below self-sustaining levels,
threaten to eliminate a plant or animal community, reduce the habitat of a
fish or wildlife species, cause a fish or wildlife population to drop below self-
sustaining levels, threaten to eliminate a plant or animal community, reduce
the number or restrict the range of a rare or endangered plant or animal or
eliminate important examples of the major- periods of California history or
prehistory.
b. The project does not have the potential to achieve short-term to the
disadvantage of long-term, environmental goals.
c. The project does not have impacts which are individually limited, but
cumulatively considerable.

d. The project does not have environmental effects which will cause substantial
adverse effects on human beings, either directly or indirectly.
e. The project is consistent with and further promotes the objectives, goals, and.
policies of the General Plan and Corona/Ely Specific Plan.
BE IT FURTHER RESOLVED that the Council directs the Planning Director to post and
circulate this mitigated negative declaration pursuant to law.
