AUTIIOItIZING APPLICATI®NS F'®It A PETALIJIVIA IZIVEIZ ENI-IANCEMENT PLAN
CITIZEN C®1VIIVIITTEE
WHEREAS, the California Coastal conservancy will fund the Petaluma River
Enhancement Plan; and
WHEREAS, the City Council perceives this plan as an opportunity to meet the following
goals of the Petaluma General Plan:
Goal 1. Develop recreational and cultural opportunities along the Petaluma
River in a manner sensitive to the environment;
Goal 2. Preserve and protect the Petaluma River and streams in their natural
state as open spaces, natural resources and habitats; and
WHEREAS, the river represents many interests and many opportunities that must be
considered during the preparation of the enhancement plan; and
WHEREAS, the plan will consider water quality, public access, recreational opportunities,
habitat preservation and restoration/enhancement, development review procedures, and
riverfront bike and pedestrian routes in a manner to be consistent with on-going flood
control projects; and
WHEREAS, the Council desires to have all views considered during preparation of the
plan: and
WHEREAS, there may be conflict between views and opportunities that need mediation
during plan preparation;
NOW, THEREFORE, BE IT RESOLVED that the City Council announces its intention
to form a fifteen member citizen project committee to collectively advise the City Council,
Planning Commission, and Music, Recreation and Parks Commission and the consultant(s)
preparing the plan as to optimum use and utilization of the river and its immediate
environs, to solicit wider community input, and to disseminate information to the wider
community;

2 AND BE IT ALSO RESOLVED that three of the fifteen committee members shall be one
3 each from the Council, Planning Commission, and Musie, Recreation and Parks
4 Commission to participate as equal member of the citizens committee and to keep their
5 respective Council/Commission informed of the project's progress;

7 NOW BE IT FURTHER RESOLVED that the City Council hereby directs the
8 Community Development Department to solicit applications for the citizen project
9 committee.
