2 APPROVING ISSUANCE OF A NEGATIVE DECLARATION
3 FOR NORTH MCDOWELL BOULEVARD ROADWAY WIDENING PROJECT
4
5 WHEREAS, the City of Petaluma General Plan identifies North McDowell Boulevard as
6 an arterial roadway; and
7
8 WHEREAS, North McDowell Boulevard improvements are consistent with the City of
9 Petaluma General Plan in that said improvements are to accommodate future traffic
10 projections of the area as industrial lands are developed pursuant to the General Plan; and
11
12 WHEREAS, North McDowell Boulevard improvements are necessary to accommodate
13 future traffic generated by development of lands within the Corona/Ely Specific Plan area;
14 and
15
16 WHEREAS, a plan line for future right-of-way improvements was prepared and the City
17 Council accepted the North McDowell Boulevard Plan Line preliminary report on
18 February 2, 1987; and
19
20 WHEREAS, the City of Petaluma shall obtain all necessary permits prior to construction
21 of North McDowell Boulevard roadway improvements; and
22
23 WHEREAS, the City of Petaluma has contracted with Crocker/Hornsby, an appraiser of
24 land values, to represent the City in the purchase of land and/or relocation costs
25 negotiations between the City and the land/business owner due to encroachment onto
26 private property resulting from North McDowell Boulevard roadway improvements; and
27
28 WHEREAS, the City Council held a hearing on June 4, 1990, to consider any public
29 comments pertaining to the initial study for the North McDowell Boulevard Roadway
30 Widening Project; and

32 WHEREAS, the Initial Study for North McDowell Boulevard Roadway Widening Project
33 did not identify any substantial negative environmental impacts as a result of the roadway
34 improvements as described by the accepted plan line.

1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
2 hereby authorizes issuance of a negative declaration for the North McDowell Boulevard
3 Roadway Widening Project based on the following findings:

Findin s:
1. The project does not have the potential to degrade the quality of the environment,
substantially reduce the habitat of a fish.or wildlife species, cause a fish or wildlife
population to drop below self-sustaining levels, threaten to eliminate a plant or
animal community, reduce the habitat of a fish or wildlife species, cause a fish or
wildlife population to drop below self-sustaining levels, threaten to eliminate a plant
or animal community, reduce the number or restrict the range of a rare or
endangered plant or animal or eliminate important examples of the major periods
of California history or prehistory.
2. The project does not have the potential to achieve short-term to the disadvantage of
long-term, environmental goals.
3. The project does not have impacts which are individually limited, but cumulatively
considerable.
4. The project does not have environmental effects which will cause substantial
adverse effects on human beings, either directly or indirectly.
5. The project is consistent with and further promotes the objectives, goals, and
policies of the General Plan and Corona/Ely Specific Plan.
BE IT FURTHER RESOLVED that the Council directs the Planning Director to post and
circulate this negative declaration pursuant to law.
